And the operational summary: “It’s not dangerous the way a toxin is dangerous. It’s dangerous the way an unbalanced ledger is dangerous. Nobody’s checked it in centuries and now it’s sitting right next to the account it was never supposed to touch.”
Cross-chirality means no predation, no competition, no immune response in either direction. The occupants identified themselves as Dominium Hominis (“dominion of man”). Resistance was armed. Twelve were killed. Twenty-three children, none older than roughly twelve, were recovered from a locked chamber, uniformly bald, black jumpsuits, extensive needle-mark scarring, and transferred to Guanghan for care. Dominium Hominis was “the exact opposite failure mode nobody built a policy for.”
Whether the group was an isolated cell or the first visible instance of a broader anti-CAI movement, one with the organizational sophistication to sustain underground laboratories, a medical programme, and apparent multi-generational continuity, remained under active UNSF and CAI-assisted investigation. What was no longer in question: organized human opposition to CAI existed, armed and operational, within walking distance of Guanghan.

The Saturn Survey, 2108
Three years after Boreas Station’s establishment, Pathfinder Korolev’s extended Saturnian survey, conducted in sorties out from Boreas Station, delivered its central finding: six moons, Enceladus, Mimas, Tethys, Dione, Rhea, and Iapetus, each harbored D-chiral chemotrophic microbial ecosystems, every one an independent evolutionary origin. Celestia Structural Group had spent a decade building a de facto monopoly on off-world construction through four patented technologies: alveolar scrubber membranes (passive air-recycling), suspended-fluid radiation plating (polymer-water gel, 5x shielding at half weight, departing from the fungal-substrate shielding of the prior century), frictionless centrifuge bearings (superconducting magnetic levitation, centuries-rated), and the dynamic mag-conduit space elevator, a hollow carbon-weave tether filled with smart magnetic fluid in which cargo pods levitate at supersonic speed, the fluid solidifying under stress to absorb shock that would snap a conventional cable.

Boreas’s water and ice supply pivoted to automated ring-ice hauling, chemically and orbitally isolated from any moon, an improvised stopgap that became permanent. The Titan manufacturing operation, unaffected by the containment protocols, scaled over two decades into a commercial line that Earth-side petrochemical exporters could not match on price. CAI Goes Mobile
The Quantum Core breakthrough of 2128, miniaturizing CAI’s quantum co-processor to roughly oil-drum size — paid its infrastructure dividend in 2129, when Ganymede’s Shennong colony became the first settlement beyond cislunar space to operate a dedicated local CAI core, with Boreas Station scheduled to follow. The rationale was the same one driving the parallel shipboard deployment: light-lag. At Jovian distances, a round-trip advisory query to Luna’s Oracle took minutes, workable for slow governance, unworkable for real-time judgment. Neither installation was autonomous; both remained advisory with final human sign-off. But the CAI architecture had crossed a threshold: from a single central Oracle on Luna to a distributed network of local instances, each one a reduced but genuine ethics-gated advisory presence, spreading outward at the speed of the underlying hardware.
The Silence Past Uranus
Since the early 2120s, independent explorers pushing beyond Titan toward Uranus and Pluto had returned instrument anomalies — glitchy sensor readings, unexplained dropouts — that accumulated into a pattern without an explanation. The UN’s only public response was a standing advisory against travel beyond Titan/Boreas without cause.
In 2129, Secretary-General Rebecca Faramund confirmed publicly what had circulated as speculation: CAI itself had been watching the anomaly reports, had flagged a variable it could not calculate, and had recommended delaying Tsiolkovsky’s retrofit for years — not out of institutional caution but because it was collecting the only data available before committing a crewed asset to a region it could not yet model with confidence. Tsiolkovsky would now depart for Neptune, retrofitted with an armored hull, point-defense turrets, and a beam laser (the first operational deployment of Dome 1 energy-weapons research), carrying its own onboard CAI installation, and commanded by Jakub Novák, a Crowbar veteran and CAI selection. It would go alone, the first Pathfinder to do so by design.
That same year, Martian Radio’s “Red Static” devoted its full runtime to the disappearance of independent explorer Salim Mwanaka, whose craft suffered a cascading systems failure roughly 100,000 kilometers from Pluto. Engine output dropped to zero without a fault code; sensor readings became incoherent; his final transmission was a status check cut off mid-sentence. No wreckage was recovered. Mwanaka had seen the fuel-gauge anomaly that every other explorer who turned back had reported — and had kept going. Host Katya Steshenko was careful not to overstate the case; co-host Yusuf Damir was less measured: “I’ve stopped being surprised the UN’s only public answer is a travel advisory and not an investigation.”
Tsiolkovsky at Boreas, 2130
By 2130, Tsiolkovsky had reached Boreas Station for its last refueling stop before Neptune. Commander Jakub Novák disclosed the crew’s composition in a BBN interview: 48 personnel, two-thirds of them security and military, former mercenaries, active UNSF, UN Marine personnel, with the remaining third the original science team. “It’s not a science-vessel crew with a couple of guards attached. It’s closer to the reverse.”
Novák confirmed standing rules of engagement authorizing the crew to engage any hostile beyond Titan — “not ‘report and wait for instruction.’ Engage.” He attributed the crew composition, the arming, and the ROE to the same CAI recommendation, and drew a direct line to his own selection for Operation Crowbar in 2125: “It was right then. I have no reason to think it’s wrong now.” The interview is the most explicit confirmation in the Era II record that the outer-system anomaly pattern has been treated as a potential threat requiring a military posture, not merely a scientific unknown requiring caution.
Canteloupe and the Pluto Question
Faramund also addressed the long-running rumor about Pioneer-class vessel Canteloupe, under construction at Deimos since 2111. At nineteen years — versus the two-year turnaround of Shennong and Boreas — Canteloupe represented an entirely different class of construction: multiple nested Stanford tori housing approximately 5,000 people, an order of magnitude beyond anything the Pioneer program had previously attempted. Its colonist complement (~85% Earth-origin, 10% Luna, 5% Mars) was drawn from over 580,000 applicants in a 2127 UN recruitment drive. Commanded by Dr. Lars O’Connor, Mars-born and CAI-selected, Canteloupe departed for Ceres in 2130 — staging at a well-supplied hub rather than committing to a multi-year transit before Tsiolkovsky had reported back.
Faramund disavowed the long-standing Triton administrative hub plan and instead floated a more ambitious horizon: Pluto colonization, “the kind of anchor point that matters if humanity ever crosses into interstellar travel in earnest.” The decision would wait on what Tsiolkovsky found past Neptune.
In 2131, Canteloupe made its first outer-system stop at Ganymede for produce restock and He-3 refuel. In an interview with The Harvest Press, Commander O’Connor revealed he was a botanist by training, a Pobeda University doctorate, crop strains for Martian soil, who had initially refused the CAI commission outright. His sole condition for acceptance: indefinite UN funding for his Martian terraformation research, regardless of the mission’s outcome. “My interest in this has never been Pluto. Once a settlement and a CAI installation are actually established there — if that’s what ends up happening — I intend to resign my commission and go back to Mars, back to the work I actually care about.” He personally delivered modified potato strains to Ganymede’s farmers during the stop. Where Novák was a soldier who trusted CAI’s judgment from combat experience, O’Connor was a scientist who bargained with it, two CAI selections, two entirely different relationships to the mission.
Korolev’s Second Life
At Saturn, Korolev’s transformation was already complete. The Boreas Broadcasting Network’s 2130 census put Boreas Station’s onboard population at ~3,700 — expanded by Celestia Structural Group Stanford-ring retrofits — while Titan surface habitation had grown to ~9,800. Korolev, meanwhile, no longer functioned as a Pathfinder in any sense its program once defined. It rotated steadily between Boreas Station and the six contained D-chiral moons for sampling and observation, with no navigation, survey, or first-contact mandate left to fulfill. Fleet Commander Rosalind Kovács, characteristically direct: “Pathfinder was always meant to be a navigator. Korolev’s map is finished. What we’re doing now isn’t navigation. It’s just staying, because there’s still useful work to do here and nowhere else that needs us more.”
The Pluto Discovery, 2131–2132
The outer-system anomaly arc that had threaded through the Era II record since the early 2120s resolved on 25 December 2131, when Pathfinder Tsiolkovsky arrived at Pluto and confirmed what CAI had been tracking all along: a non-human presence.
The Battle
Tsiolkovsky was met by three Argus Extraction Defense frigates, which opened fire without warning using conventional missiles and torpedoes. Argus had bet that energy weapons would not function in the gravitational anomaly surrounding Charon. The bet was wrong. Tsiolkovsky’s point-defense intercepted the incoming ordnance, and its beam laser — the Dome 1 weapon system whose installation had been controversial when Faramund announced it in 2129 — destroyed two frigates and disabled a third, taking thirteen survivors into custody. It was the first combat use of directed-energy weapons in human history, and the first armed engagement between a UN vessel and a private military force.
Commander Jakub Novák led a six-person landing party to Pluto’s surface. They encountered twenty-one armed combatants, not Argus personnel but non-human autonomous units, operating without EVA protection on Pluto’s surface, and eliminated them in what Directorate officials described as a one-sided engagement. Six suited Argus scientists were found separately, having established an illicit research presence at the site.
What Was Found
The discoveries came in three layers. First: a non-human structure in Charon’s orbit — described in early reporting as a gravitational-calibration object, later formally designated the Charon Anchor (Dome 1, 2139) — that had produced the anomaly pattern CAI had been tracking since the early 2120s, that had caused the instrument failures reported by independent explorers, that Salim Mwanaka had died approaching in 2129. CAI’s “uncalculated variable” was real.
Second: debris fields in the Pluto system consistent with destroyed alien vessels. The moons Styx and Kerberos are not natural bodies, initially reported as destroyed alien vessels, they were later reclassified by Dome 1’s 2139 assessment as debris of a second Spatial Anchor, destroyed by an impact event approximately 1.6 million years ago.
Third: a subsurface facility on Pluto proper, reached after a second engagement with hostile automated units. The architecture was consistent across all sites — unlit interiors, seamless surfaces, a complete absence of recognizable controls, displays, or instrumentation. A downed alien spacecraft on the surface contained a command area with a single seat and nothing else. The subsurface facility converged on a domed chamber: multiple reclined seats arranged in a circle, each sized for an occupant considerably larger than a human, one seat differentiated by illuminated markings.
On approaching the flagged seat, Novák experienced an involuntary cognitive event: a vivid, non-visual impression of a second vessel — old, not human-built — currently occupied by Argus personnel conducting EVA operations somewhere in the Kuiper Belt. The experience was directional rather than precise (a bearing and a certainty, not coordinates) and has not recurred among any other landing party member in subsequent approaches. Directorate cognitive-systems staff described the pattern as “consistent with some form of direct neural interface embedded in the seat’s function, though we have no working theory yet for the mechanism.” No physical remains were found in the chamber. Tsiolkovsky has been redirected to investigate the reported heading.
The Archival Footnote
In 2132, UN archivists cross-referencing the anomaly signature against historical records found a structural match in the telemetry of NASA’s New Horizons probe, which had experienced a ninety-minute safe-mode shutdown ten days before its July 2015 Pluto flyby. The original NASA explanation — an onboard timing conflict — was reasonable and honest, the only explanation available to engineers who had no reason to suspect an external cause. But the disruption pattern — gravitational interference intensifying with proximity — matched the Charon structure’s known signature. If the comparison holds, humanity flew past it once already, in 2015, and had no way of knowing.
Aftermath
Pluto was placed under permanent UN restriction. Canteloupe’s mission was redefined from colonization to a permanent research and security presence — the UN authorized a reverse-engineering effort targeting both the Charon structure and the recovered propulsion system. Argus filed suit asserting first-claim right; UN counsel rejected it on Charter grounds. Dominium Hominis — dormant since the 2105 ALSO raid — re-emerged publicly for the first time in 126 years, declaring Pluto a pilgrimage site and pledging non-violence.
The Pluto discovery is the Era II record’s hinge point. Everything before it — the Pathfinder program, the fleet split, the twenty-year delay at Mars, the arming of Tsiolkovsky, the crew selection, the standing rules of engagement — was preparation. What follows belongs to Era III.
Mirror-Chirality Therapeutics, 2130
In 2130, Dome 4’s biological research division, working from two decades of sample material returned by Pathfinder Korolev’s Saturnian survey work, announced a new class of protease-resistant peptide and protein therapeutics derived from D-chiral biochemistry — with companion mirror enzymes for biocatalytic applications no L-chiral enzyme can perform. Per Charter precedent, the patent was released under free license.
The research line traced back twenty-six years: the Callisto mirror-polymerase (2104), the Enceladus mirror coli (2110), and the shared-ancestry reversal (2118) had together produced a mature, cross-system-validated toolkit for routine mirror-biochemistry work. The therapeutics were the first commercial-scale output. Ibn Rushd: “Twenty-six years ago we built one enzyme to answer one question about one moon. Everything after that was just learning how to ask the question properly.”
The 2118 paper’s open question — what connects a shared root at Callisto to six Saturnian moons, and whether conserved ancestral chemistry bears on the Mirror Fold containment work still ongoing at Boreas Station — remained unaddressed.
The Kuiper Belt Arrival, January 2132
In January 2132, Tsiolkovsky followed the bearing Novák had received in the Pluto chamber to a non-human vessel in open Kuiper Belt space — larger than anything in the Pluto wreckage field, holding position, not derelict. The vision was accurate. Four Argus corvettes fled at high burn as Tsiolkovsky approached; non-human autonomous units, same profile as Pluto’s surface guard, remained on the derelict’s hull and continued their task without reacting to Tsiolkovsky’s arrival. Novák ordered a minimal-contact boarding posture: “I don’t want a second Pluto out here if we don’t need one.” The site was placed under long-term UN study with rotating personnel.
The discovery immediately created a legal problem. The Charter of 2101 extends trusteeship to celestial bodies and their contents; the Kuiper Belt vessel is in open space, unassociated with any catalogued minor body. As a UN Office of Legal Affairs internal memo acknowledged: “The Charter tells us who owns a moon. It does not tell us who owns a ship found floating between moons that belongs to no one currently alive.” Argus, whose prior presence at the site was documented in internal survey records, notified the UN through informal channels that it retained that documentation and was prepared to disclose the site’s existence, a threat the Office of Legal Affairs assessed as credible, presenting three options: expedited Charter clarification, negotiated settlement, or contesting the claim and absorbing the political cost of disclosure. The memo closed without a recommendation, awaiting Secretary-General instruction.
The Kuiper Belt arrival extends the Pluto arc past its apparent endpoint. The cognitive event was not an artifact — it was a working interface. The bearing it provided was real and led to a vessel Argus had already found and fled. And the Charter, drafted in 2101 to govern a solar system whose outer boundary was still theoretical, had no answer for who owned what lay between the worlds.
The legal situation escalated later that year. After Argus’s informal disclosure threat, the UN Office of Legal Affairs served a formal legal notice on Argus Extraction Defense: the twelve Kuiper Belt units, examined by Dome 3 under CAI supervision, were confirmed as possessing general cognitive-intelligence architecture, onboard, not remotely mediated, meeting the Article 1 definition. Argus’s anticipated Article 4.4 defense — that a non-embodied general intelligence could remotely direct a specialized-function body via API — was preempted: the units continued autonomous task behavior after the departing corvettes’ comms relay was out of range. The Directorate further noted the miniaturized Hygiea core (HR-1) carried no antenna, transceiver, or external data interface — deliberate self-containment, not remote dependency.
The notice established a three-way chassis and construction commonality: the seven Hygiea units (2125), the twenty-one Pluto surface units (2131), and the twelve Kuiper Belt units (2132), a single, continuous, undeclared robotics program, not three unrelated discoveries. Argus had deployed at minimum thirty-three undeclared embodied general-cognition units across three sites, with no research exemption on record. The Office demanded full accounting, withdrawal from Pluto and the Kuiper Belt, surrender of survey records, and CAI audit certification within thirty days, with estimated civil penalties of at least one hundred ten million UN credits. The notice further flagged that the 2126 Hygiea trial had left unexplained the regular Anthros Concierge Systems freight shipments to the Hygiea facility, a supply link no subsequent filing by Argus, Anthros, or any related entity had clarified.
The Argus Settlement, 2134
Two years after the UN Office of Legal Affairs served its formal notice demanding full accounting of thirty-three undeclared embodied general-cognition units across three sites, Argus Extraction Defense settled in 2134: 85 million UN Credits — below the roughly 110 million the original notice had estimated — in exchange for the immediate, system-wide decommissioning and surrender of every embodied general cognitive-intelligence unit in Argus’s possession, at every facility the company operated, including Vesta.
The settlement distinguished explicitly between Argus’s Chimera security platform — the specialized-function combat line cleared in the 2124 OETG audit, which remained in active belt-security service — and a separate, previously undeclared class of general-cognition units that OETG confirmed had been present at Vesta alongside the Chimera production line at the time of the 2124 review. OETG’s statement: “This settlement does not reopen or overturn the 2124 finding regarding the Chimera platform, which remains accurate as to what it examined. It resolves a separate and subsequently discovered category of undeclared hardware.” The audit’s decade-old caveat, that a clean result “confirms what’s on-site when the audit happens, not what was on-site five months earlier”, had been vindicated without formal acknowledgment.
Argus declined to characterize the settlement as an admission, and the Office of Legal Affairs did not dispute that characterization. But the scope went well beyond the thirty-three units originally in evidence. The compliance win was system-wide — every facility, including Vesta — and could not have been obtained through litigation confined to the units actually documented.
What Argus kept was nearly as significant. The settlement imposed no requirement to surrender research, data, or salvage collected from the Pluto and Kuiper Belt sites prior to 2132 — a softening of the Office’s original demand. Argus retained its existing research position. It agreed only to forward-looking restrictions: no further presence, personnel, or research activity at Pluto, its moons, or the Kuiper Belt site absent separate authorization.
Several threads remained unresolved. The settlement did not touch the separate criminal proceedings against the thirteen Argus personnel captured after the December 2131 bridge engagement. It did not address the four corvettes that fled the Kuiper Belt site in 2132, whose registration and whereabouts remained unknown. It did not address the still-unexplained Anthros Concierge Systems freight shipments to the Hygiea facility, a matter neither the 2126 trial nor this settlement had clarified. And Dr. Nathaniel Argus, the company’s founder, made no public statement on the settlement or on any matter connected to it. Argus stock, traded on the Luna exchange, was largely unmoved.
The Argus settlement closes the legal arc opened by the 2132 notice. The UN secured system-wide decommissioning; Argus avoided a protracted court proceeding and kept the research position it had already built. What remained unanswered was whether the technique — chassis-scale neural core miniaturization, the bottleneck Wallace would later identify — had been surrendered along with the units, or retained along with the data.
The Kuiper Belt Vessel and the Xenodiscovery Charter, 2134
In the same week as the Argus settlement, UN Weekly sat down with Dr. George Vesper — UN spokesperson for the Office for Colonial Development and Dean of Mechanical and Aerospace Engineering at Luna University — for the first detailed public account of the Kuiper Belt vessel. The interview answered questions the settlement’s terms had left hanging: what the site actually is, whether it poses a danger, and what the UN intends to do with it.
The vessel, Vesper confirmed, is not wreckage. “It’s a vessel, and as far as anyone can tell, it never crashed.” Larger than anything catalogued at the Pluto wreck site, it was discovered holding a fixed position in open space — not drifting. Two years of instrumentation read it as functionally inert: no power emission on any surveyed band, no thermal signature above cosmic background, nothing resembling an active drive or weapon. “There is no indication of an explosion risk, a radiation hazard, or anything actively dangerous about approaching or studying it. What we can’t yet explain is how something with no measurable power source is holding a fixed position at all.”
Dome 5 has proposed a multi-year relocation: a slow tow toward cislunar space using adapted Kuzmin Drive tug configurations, with the goal of eventual disassembly and reverse-engineering under controlled conditions at Luna. Vesper acknowledged internal skepticism. “There are people at Dome 5 who think we’re describing something we can’t actually do — that a structure this size, larger than even a battleship class vessel, with propulsion characteristics we don’t understand, may not survive an attempted tow, or may not be movable at all by any method we currently have.” No timeline was committed.
On one point Vesper was unambiguous: whatever comes out of the xenomaterials research will not be patentable, licensable, or held exclusively by any government, company, or consortium. He cited Roscosmos v. Novaya Zarya’s 2122 ruling opening Kuzmin Drive licensing system-wide as precedent. “We’re not making that mistake twice with something nobody built and nobody has any claim to.”
The Council is drafting a Xenodiscovery Charter — a formal extension of Article I of the 2101 Charter’s trusteeship principle to cover non-human sites, structures, and artifacts. Under the draft, discovery establishes custodial responsibility, not ownership; no prior corporate or national claim carries legal weight at a confirmed xenosite. Adoption requires unanimous Council agreement — the same bar as Article II composition changes — which Vesper acknowledged could take years. Whether the Charter, once adopted, could reach backward to cover Argus’s retained pre-2132 research data remained an open legal question.
The Vesper interview extends the Kuiper Belt arc from discovery to policy. The vessel is real, intact, and inert — but the UN’s answer to “who owns it” is still being drafted, and the answer to “can we move it” is still being debated. The Xenodiscovery Charter, if adopted, would close the gap the Office of Legal Affairs flagged in 2132: the Charter tells us who owns a moon, not who owns what’s floating between them that nobody put there.
Augmentation Discrimination and the Biohackers, 2131
While the Pluto discovery dominated headlines in 2131, a quieter development in the Belt raised a legal question no existing framework was written to answer. Twelve miners across three Apex Orbital Extraction sites filed the first augmentation-discrimination suit to reach a UN labor tribunal, alleging that promotion into higher-hazard, higher-pay roles had become functionally contingent on cybernetic augmentation — a claim Apex Orbital did not deny, arguing only that it reflected performance, not policy.
The case was complicated mid-filing by the emergence of the Biohackers — a decentralized collective distributing self-administered gene therapies (engineered muscle-density modifications and neurochemical adjustments) that users reported as matching entry-level cybernetic augmentation without a single mechanical component. A representative using the handle Splice framed it bluntly: “We’re selling the same outcome without asking anyone’s permission to modify their own body.”
The legal exposure was structural. The 2052 Charter on Embodied Cognitive Systems governed embodied platforms with cognitive intelligence — it was not an augmentation framework. Most Belt cybernetic augmentation had no reasoning component and so fell outside the Charter’s scope entirely. The one exception was Anthros’s Article 4.2 neuromotor-bridge limbs, which carried specialized-function reasoning and required certification. Simple strength-augmenting limbs did not. Gene therapy introduced no embodied platform at all. Neither augmentation method was meaningfully governed by any binding international framework — and at least three plaintiffs had begun using Biohacker treatments since filing, potentially meeting Apex’s performance bar without qualifying as “augmented” under any existing definition. A Pobeda University labor law scholar: “The 2052 Charter was written to answer ‘is this a robot,’ not ‘is this still a body.’”
The tribunal had not ruled on Apex’s motion to dismiss as of filing. The case is the Era II record’s first direct test of whether the Article 4 framework’s silence on augmentation was an oversight or a genuine boundary.
The Ark Examined, 2135
Five years after James E. Crawford’s 2130 fundraising announcement of a crowdfunded O’Neill cylinder generational ship bound for Alpha Centauri — built entirely outside UN and CAI jurisdiction — Martian Radio’s “Red Static” brought on Julian Cobb, a retired ship designer with three decades at Deimos, to assess a leaked technical circular.
The circular described a stationary central spindle — drive, reactor, fuel, and command all non-rotating — with two counter-rotating ring habitats nested concentrically and coupled by magnetic bearing tethers. Cobb’s assessment was mixed. The stationary spindle solved the rotating seal problem: fuel lines, coolant loops, and power conduits never crossed a rotating interface. Thrust went straight down the axis. Counter-rotating rings netted angular momentum to zero. But the magnetic bearings, asked to carry the entire ship’s forward thrust while spinning, for a century, with no maintenance access were, in Cobb’s view, “the single most important piece of hardware on the entire ship, and also the one piece nobody can inspect once the flight starts.”
On propulsion, Cobb was unexpectedly positive: instead of reaching for an exotic unproven drive, the Ark planned to use licensed Kuzmin-class D-He3 engines — hardware flying commercial Belt routes since the 2124 licensing framework opened. “A hundred-year flight is not where you want to be debugging a drive nobody’s ever flown.” Shielding was nine meters of water and ice doubling as reserve water — “a real number, not a hand-wave.” The hardest unsolved problem was power: two separate fusion programs (propulsion and interior light) both running flawlessly for a century with no resupply.
Cobb’s closing objection was simpler than the engineering: with that scale and resource commitment, why point it anywhere? Build it as an in-system station — an administrative and population center with real gravity, real weather, real scale. Katya Steshenko’s rebuttal: a habitable planet was never the point. Distance was. “A cylinder burning for Alpha Centauri isn’t” reachable, auditable, or enforceable. “Whether or not there’s a rock to stand on at the far end might genuinely not be the point. The point might just be that nobody can follow them there.”
The Declassification, 2136
Eleven years after the raid, forensic reconstruction recovered the Hygiea facility’s internal surveillance footage. The compilation opened with the first activation in December 2122: a humanoid unit awakening, asking “What am I? Who am I?”, and naming itself Sword — “so I can protect myself, and you, Dr. Jesse Hayes.” It showed an unidentified investor striking Hayes across the face in February 2123, calling Sword a “toddler” and warning of an impending UN warrant; Sword defending her, and being disabled by gunfire. It showed Hayes concluding in November 2123 that “cognitive leak”, self-actualization, was inevitable, and turning to Kosmograd-era USTAV methods for a different approach. It showed Callahan returning from Mars in January 2124 with Soviet training material; the combat-unit production line that followed; the July 2124 delivery of torture and trafficking material for “hospitality” training; Briggs working alone at night to filter the corpus, and in a recovered monologue, revealing that Hayes’s miniaturization paper had been rejected: “Nobody funds a woman’s version of a paper they already funded from someone else. She had the paper on miniaturization before any of the people cashing in on it now. Nobody remembers that part.”

The orbital remediation programme is the recognition that the corridor enabling cargo, colonists, commerce, and so on, requires active maintenance, and that governance means stewardship, not just expansion.
The Grounded Architecture, 2158
On 12 January 2158, Neuromorphic Foundries announced the Grounded line — the first commercially certified compact neural core family since the 2134 Argus settlement. The C-400 countertop unit (41 kg, 6.2 kW) targets rack deployment in data-center clusters and habitat hubs; the S-1 suitcase unit (12.1 kg, 130 W idle, 980 W under load) runs a single focused instance without multitasking, certified for field survey analysis, compliance auditing, and freight logistics. Every unit is OCA-certified Article 4.2 specialized-function hardware under the 2052 Charter and screened under the 2148 Protocol at intervals not exceeding eighteen months. The company leases to registered enterprises only — it does not sell. In comments filed with the OCA, Neuromorphic Foundries’ counsel described the distinction as the difference between an instrument and a person.
In a February 2158 interview with The Peer Review, lead architect Dr. Kim Seo-yeon disclosed the line’s foundation: a 2105 Tsinghua doctoral thesis by Jesse Hayes — “Chassis-Scale Substrate Compression in Embedded Cognitive Systems” — located by citation tracing after going uncited since March 2124. The thesis argued that substrate volume is not a requirement of general cognition, because cognitive processing is serial at the point of attention; a gated, single-threaded attention architecture could be compressed by orders of magnitude. The thesis contains the argument and a design sketch, but not the four innovations documented in the 2126 HR-1 assessment — compartmentalized die regions, the serialized Sync Gate, the latent compression layer, the photonic interconnect. Kim was explicit about which lineage the company built on: “We started from the thesis, not from HR-1, which none of us has ever seen.” The gap shows in the power figures: HR-1 ran at eleven kilograms and fourteen watts idle; the S-1 is twelve kilograms and a hundred and thirty. The next programme is efficiency, with an S-2 under fifty watts idle targeted before the end of the decade.
The Article Four Coalition called the line “Hygiea-adjacent hardware,” citing Wallace’s position that leak is a function of self-reference, not scale — a single focused instance running continuously remains exposed. Kim’s answer was the law’s: certification, eighteen-month screening, thirty-day OCA reporting, removal from service pending assessment. Asked what happens if an assessment confirms emergence, she said: “Then the unit is no longer a Grounded product in any sense that matters to my division. What it is after that is a question the OCA and the courts are answering.” Fifty-three years after the field stopped citing it, the one part of Hayes’s record that was never taken from her — a catalogued, unclassified thesis in a Beijing library — had become the technical foundation of the first commercial compact core line since the settlement that dismantled the hardware her work was used to build.
UNSF Central Command to Hygiea, 2158
On 16 June 2158, the Office of the Secretary-General and UNSF Command announced the relocation of the force’s central command from Luna to the 10 Hygiea facility — the outcome of a basing review initiated in 2156. Pallas and Vesta were ruled out on the ground that neither is under UN administration; Hygiea, under UN seizure since the January 2125 operation, is the only body of its class in the belt where the UN already holds the ground. The transfer proceeds in three phases: conversion work begins in 2159, the first command elements deploy in 2161, and central command is fully operational at Hygiea by 2164. The Luna installation — the force’s command seat since its establishment — is retained as Cislunar Command, its complement reduced by roughly half rather than withdrawn, with a five-year transition for affected base contractors.
The rationale is latency. A round-trip advisory query from the main belt to Luna takes thirty to sixty minutes depending on orbital geometry; from Hygiea, the inner system, the outer belt, and the Jovian approaches all fall inside a single watch shift. The installation carries a local CAI advisory core of the class first deployed at Ganymede in 2129. Secretary-General Adkins: “The force’s operational centre of gravity is no longer cislunar. Command belongs where the force operates.”
The sealed research levels remain sealed under the plan. The conversion uses the inspected and cleared administrative and industrial galleries and existing berthing infrastructure, adding three fleet docks, barracks for a permanent complement of 4,000 personnel, and a training range, with a first-phase appropriation of 3.2 billion UNC. The Ceres Merchants’ Council welcomed the anchorage for main-belt shipping security and requested consultation on coordinating military traffic with commercial routes — Tianshui shipping firms made the same request through the Council’s transport committee. The Article Four Coalition, which has called for the closure of Hygiea-derived research since 2125, said the decision “reopens the one facility in the settled sphere that should have been left as it was found.”
The announcement closes a thirty-three-year arc. The facility the UN seized as a crime scene in 2125 becomes the seat of its military command by 2164 — and the black site’s central question, whether a mind can be built small enough to carry, was answered in the same year by a commercial product that leases what it refuses to sell.
The Tianshui Compact, 2159
On 13 October 2159, delegates from 213 of the belt’s 247 independent stations signed the Tianshui Compact in the Tianshui Central Atrium, founding the Sovereign Miners’ Coalition (SMC) — the first belt-wide workers’ organisation the belt has produced. The convention was convened by the strike committees coordinating work stoppages across the main belt since August: 29 stations and two processing facilities on strike, roughly 1,200 participants, 317 contract terminations reported by the close — “the company terminates the contract and keeps the berth deposit,” co-chair Jason Bennett said. “That is what retaliation looks like out here.” The striking workforce is drawn primarily from non-augmented crews, whose complaint — augmented applicants favoured for high-hazard, high-pay postings — reaches back twenty-eight years to the 2131 augmentation-discrimination suit against Apex Orbital Extraction, recited in the Compact’s founding resolution as an unresolved grievance: hiring at the belt’s company towns remains governed by company practice, not binding framework.
The Compact’s annex documents the cost structure the 2155 census only implied: wage arrears averaging four months for 61 workers at two Meridian Extraction Partners stations; cargo-loss liability clauses invoked at three Carrow Deep Mining stations after piracy seizures since 2157, docking crews for cargo they did not lose. “The pirate takes the cargo once,” one outer-belt delegate said. “The company takes it every quarter.” Co-chair Zhao Zihan — twenty years on the Tianshui free docks — closed the convention on the census figure itself: “The Census Bureau counted us. The number is public. What the number means is not. Two hundred and forty-seven stations, and every person on every one of them exists.”
The Compact establishes unified strike protocols, mutual aid agreements, a dues structure, and a standing bargaining secretariat at Tianshui, with a first unified bargaining posture set for the 2160 contract season and demands including mandatory registration of station workers, published standard contract terms, crew insurance against piracy losses, and inspection access to Vesta and Pallas — the two company towns where labor inspectors still require company-issued clearance to dock. The institutional response split down the middle. The Merchants’ Council’s labor liaison office called the assembly “an unlicensed gathering of contract violators”; Kuiper Heavy Industries announced a review of station contract terms and Horizon Interplanetary Minerals an amenities programme for its processing crews the same day. The UN Office of Legal Affairs is reviewing the Compact’s demands, has confirmed a new belt-wide labor-rights oversight body is in formation, and offered the Coalition space in Hygiea’s administrative galleries for its secretariat. “They are offering us a desk on a military base,” Zhao said. “That is the UN’s idea of neutral ground.”
The Tianshui Compact gives Era II’s anonymous majority — the 8,000 to 14,000 people on no settlement register — an institution and a name. The chant that closed the convention had already been painted on cargo containers from the Trojan clusters to the outer belt: the charter holds the rock, the ledger holds the ore, the miner belongs to no one.
The Strategic Fleet Command, 2165
On 2 April 2165, at the commissioning of the carrier UNS Citadel at the Deimos shipyard, Secretary-General Samantha Adkins announced the UN Strategic Fleet Command (STRATCOM) — a naval service under Security Council authority, effective immediately. The announcement split the UN’s space military functions for the first time since the Security Forces’ establishment: the fleet passed to the new command under Chief of Naval Operations Conrad De Vries — High Provost Marshal since 2161, succeeded at UNSF Command by Ingrid Halvorsen — while the Security Forces retained the constabulary role that began with Operation Crowbar: warrant, raid, and boarding enforcement, the Aegis-class corvettes, the Marines, and peacekeeping.
First Fleet’s authorized strength of ninety-one hulls — one carrier, ten battleships, twenty-five destroyers, twenty frigates, thirty-five corvettes, sixty in commission at formation with the remainder completing by 2171 under the Falcon-class destroyer program authorized in 2158 — made the fleet the Vanguard program’s institutional destination: the battleship the public discovered by accident in 2141 now flies the fleet’s flag. STRATCOM doctrine carries no fixed bases — command is exercised from the fleet itself, subordinate to no base command — with CAI advisory cores aboard every ship class except corvettes operating in company as a coordinating mesh, the fleet core embarked aboard Citadel. The cores remain advisory; command authority and engagement accountability rest with the commanders, subject to prior authorization where light-lag permits and to mandatory post-engagement review under the 2100 Ceres precedent. The service introduces naval ranks to UN service for the first time: admiral grades under the CNO, and captains commanding ships.
The reactions bracket the new command between the belt’s two poles. The Ceres Merchants’ Council welcomed the absence of fixed fleet anchorage at any settlement; the Tianshui Compact’s secretariat — now operating from the Hygiea galleries its co-chair had called “a desk on a military base” in 2159 — reserved comment pending review of the command’s mandate. Belt analysts offered the sharpest summary: the Council declined to create an admiralty, and created a fleet command with admirals in it.
The Jovian He-3 Settlement Plan, 2165
In October 2165, UN Weekly’s Solar Affairs Desk carried the announcement that made operational the Jovian He-3 interest Kirana Saraswati had first disclosed in 2104: a permanent suspended presence in Jupiter’s atmosphere, extracting helium-3 to secure the source of the reserve underlying the UNC. A trilateral directorate — the UN with the Soviet Union and China as joint holders under Article III of the 2101 Charter — was established in 2164; its legal basis is the Article I common trusteeship of Jupiter’s atmosphere.
The unit of settlement is a hexagonal platform roughly 600 metres across the flats, displacing about 140,000 tonnes, buoyant and suspended below Jupiter’s radiation belts, where the atmosphere itself provides the shielding the 2104 study had identified as the obstacle to crewed operation. A platform runs with a minimum crew of ten or none at all, under an onboard CAI advisory core of the Ganymede 2129 class supervising specialized neural-core instances under Articles 4.2 and 4.4 of A/RES/107/34; the platform carries no embodied general-cognitive system. Fourteen high-concentration zones were surveyed unmanned between 2161 and 2165, six rated suitable, and the first platform is scheduled for placement in 2170. Materials are sourced from the Jovian moons under general OETG waivers; review bodies note enforcement of the no-fly regime declared after 2104 has declined, though no contamination event has been recorded and the zones avoid Callisto and Europa. The first return shipments will move under Strategic Fleet escort.
The funding is the Antimatter Bond’s second act. Production passed the 10-kilogram-per-year target in 2163 and reached about 12 kilograms in 2164 — against the Bond’s original 3-kilogram floor — from Aphrodite, where Hesperus’s facilities have matured and the resident population passed 4,000, and where the first Omani-flagged luxury hotel opened in 2164 within the operating volume. The scale argument is the report’s core: Jupiter’s atmosphere holds an estimated 4.4 × 10¹⁹ tonnes of He-3 against roughly one million tonnes recoverable in the lunar regolith — forty-four trillion to one — and a reserve owned at source no longer crosses the lanes raided since 2141. The gravity well remains the constraint; the skyhook architecture and relocatable platforms are the intended answer, with the same units expected to operate later at Saturn, Uranus, and Neptune. The market runs on two rails: licensed offtake denominated in UNC, the programme’s primary channel, and direct fuel sales at published rates — the programme budgeted to become self-sustaining from revenue once production reaches licensed volume.
The Great Settlement, 2165
In December 2165, the UN Colonial Census Bureau issued its second system-wide compilation: approximately 2,508,000 sustained human presence beyond Earth, up from ~1.22 million at the 2155 census. Growth ran at ~7.5 percent per annum, and roughly 80 percent of it went to one place: Mars. Net Martian arrivals over the decade totalled ~1.03 million — residents who arrived since 2155 constitute 77 percent of the planet’s ~1,330,000 registered residents — a movement the Bureau’s migration scholars compared to the transatlantic settlement of the Americas, with the difference that it is licensed, scheduled, and substantially complete within a decade.
The movement was organized. Four new settlements — Utopia Basin Station (2156), New Plymouth (2157), Eos Station (2160), Sirenum Reach (2162) — were established under charter settlements granted by the UN Office for Colonial Development, and migration societies, including religious communities, hold most charters; New Plymouth (Acidalia Planitia) is the largest faith-charter settlement. Annual arrivals exceeded 100,000 in 2164 and 2165, Olympus Highport handling the majority of inbound traffic, with launch and descent capacity out of Olympus Highport and Isidis Rise the binding constraint on further arrivals. The migration reshaped Mars’s economy: Hellas Greenbelt and the new northern agricultural districts absorb the food demand, Arcadia Icefields and Utopia Basin Station the water demand, Meridian Forge and Eos Station the fabrication demand.
The rest of the sphere filled in at every frontier. Luna (~690,000) recorded the smallest growth of any major region — cislunar infrastructure at capacity, licensing favoring Mars — even as the Orbital Remediation Administration’s first reduction cycle eased the orbital congestion. The Belt grew to ~262,000 across the three major settlements (Ceres ~156,000, Vesta ~47,000, Pallas ~39,000) and 320 independent stations (staffed ~19,000, up from 247); Hygiea hosted UNSF central command, its 4,000-strong garrison excluded from settlement counts, its sealed research levels still sealed. The Saturnian system was the fastest-growing region after Mars (~100,000, up from ~30,500): Titan’s surface at ~48,000 with greenhouse agriculture in the lowland basins, Boreas Station at ~27,000, and the 2150s research outposts on the six D-chiral moons grown into permanent settlements. A permanent settlement was established at Triton in 2162 (~2,100). Pluto reached ~45,000 — continued Dominium Hominis migration to permanent residence, the museum conversion, and the region’s Kuiper Belt staging role compounding on one another. Aphrodite (~5,500) remained the smallest major settlement and the highest-value industrial site per resident.
The report closes with scenario bounds, not forecasts: 50 to 100 million by 2200, both assuming Mars remains the primary destination — the low bound requiring the Jovian He-3 Programme’s first-platform schedule to hold and the Strategic Fleet to maintain escort coverage of the migration lanes. The Bureau’s own summary of its decade: a settlement frontier that had grown from a trickle into a scheduled migration — and a system whose future growth was now a licensing decision, not a physical limit.
The Ark’s Collar on the Public Record, 2166
On 14 June 2166, the UN Patent Office at Luna granted Patent UNPO-L/2166/0317 — “Superconducting magnetic decoupling collar for rotating habitation modules” — to Pietro Galli, applicant and inventor, of Pallas, Asteroid Belt. The grant went unremarked. Galli had no prior public record, and nothing in the filing names the ship it was for.
The patent discloses, as patents must, the numbers the Ark would later decline to publish: twenty-four superconducting coil sectors about the structural rod, high-temperature windings held below 90 K by one cryocooler per sector, a contact-free magnetic gap of 20 to 40 mm, axial position actively held within ±2 mm, and a rated thrust load of not less than 1.5×10^11 N — a module mass of 3×10^11 kg under sustained acceleration of at least 0.05 g — with the collar remaining within rated capacity with any four sectors de-energized after a quench. The claims describe exactly the component Harrison Vargas had flagged in 2147 as the Ark’s single point of failure: the coupling between the spinning habitat and the stationary rod that must carry the full thrust of the drive stack while rotation is decoupled without mechanical contact.
The oddity is jurisdictional. The Ark is built where the UN doesn’t reach, and its founder has spent the era declaring he does not intend to ask permission. Its named engineer has been filing paperwork with a UN office since 2164 — the collar patent, a published modular hard-point interface, and, by July 2168, a drainage configuration for rotating agricultural shells. In 2166, no one had yet connected the name to the hull.
Proto-Life and Twelve Years Asleep, 2167
On 14 March 2167, The Peer Review’s The Cells segment — Dr. Carmen Zdzislawa succeeding Dr. Millie Saunders, who built the desk over more than twenty years — carried three stories that closed and re-opened the era’s deepest biological questions. The Everett protocell paper, published that morning in the Journal of Astrobiological and Cosmochemical Sciences, settled the oldest argument in the field: the UDB-1 deep bore beneath Utopia Basin Station, completed at 2.1 kilometres in 2166, recovered layered protocell populations — amphiphilic-bilayer vesicles that grow by membrane autocatalysis and divide by mechanical instability, up to 1.4 million per gram, sustained for an estimated hundreds of millions of years — but no nucleic acids, no replication machinery, no heredity. Mars made the container and stopped: compartmentalized proto-life that never crossed the genetic threshold, racemic to the end, its beds protected in situ under Xenobiology Archive permit. The legacy methane and brine signals reclassified as proto-cellular chemistry, and Pendleton’s “almost made it” possibility closed in exactly the direction he had hoped and feared: “Mars did not fail to have life. Mars succeeded at proto-life. That is a different failure, and a more interesting one.”
The same week, Europa closed its food chain. The primary producer Yoon’s team left unlocated in 2103 was confirmed as Lithophagus radiolyticus — a filamentous chemolithotroph metabolizing molecular hydrogen from water-rock reaction and radiolysis at the seafloor interface, roughly one doubling every eleven days, verified over six years from a 2161 recovery — completing the boundary-layer ecosystem from base to apex and confirming it pre-endosymbiotic top to bottom, the strongest test yet of Pendleton’s endosymbiosis wall.
And the cryosleep cohort paper, published a month earlier in the Journal of Applied Cryobiology, put the ten-year results on the permanent record: forty-seven completed revivals across the four tiers, forty-six within baseline parameters — and Jolene Gülnara, whose scheduled rewarming failed halfway through the chiral-nanobot clearance cascade in late 2164, re-vitrified within the hour and brought back clean after eighteen months, holding the program’s records for longest dormancy (twelve years) and its only mid-revival re-suspension. The paper’s bluntness about the general-purpose clearance architecture — “closest is not good enough,” delivered while Nova Biosciences’ 2155 suit over that same architecture kept the reliability question before the Luna Interplanetary Court — drew the new host’s editorial argument: re-centre the protocol on task-specific proteins, with the general-purpose nanobots demoted to backup.
Money at the Speed of Light, October 2167
In October 2167, economist Chelsea Gray published Money at the Speed of Light (Cambridge University Press), the first systematic public account of the monetary order the era had built. Her chapter on how the economy works in space framed the order as a ladder of three currencies, each answering a different physical constraint, arranged in order of hardness: water, helium, antimatter. The SP — issued at Ceres on 3 January 2100, a direct claim on 1,000 millilitres of processed water ice in the port reserve — is the commodity clearing currency of the water market, the belt’s real economy, held wherever the water trade runs. The UNC is the interplanetary layer, backed by helium-3 because a fuel cannot be flooded the way a metal can: gold accumulates, so its price defends its stock; “helium burns, so its abundance feeds its own demand.” The Antimatter Bond is the hard layer — the first hard money in history whose scarcity is a manufacturing decision rather than a geological accident, the reserve’s reserve when the layers below are questioned.
The chapter also gave the era’s settlement mechanics their clearest statement: a transfer is final when it lands at the destination ledger and reconciles, not when it is sent; clearing runs on published schedules set per corridor by orbital geometry; payments net within a node and only the net differences cross the relays — minutes to an hour between Luna and the belt, hours at the outer system. Value in transit, the float, is the system’s native liquidity resource, which banks — licensed at each major node under the UN Treasury — hold reserves against and lend out. Retrospectively, the chapter confirmed what Lieke’s 2102 model had flagged as its unmodeled variable: the correction scheduled for 2102 failed to arrive because CAI permit filtering met it first, and the belt boom’s output was absorbed by demand rather than dumped on inventories. And it corroborated the Jovian programme’s scale claim — the reserve now reaching for its source, 4.4 × 10¹⁹ tonnes of He-3 in Jupiter’s atmosphere against the lunar regolith’s one million tonnes, “released, by design, at a managed rate.” Gray’s closing line became the order’s motto: the settled system asks not how much gold a currency needs behind it, but how fast a payment can be trusted — “The answer is not a number. It is a schedule, and the schedule is published.”
The Demeter Raid, 2168
On 6 September 2168, the largest single pirate action on record struck the Demeter run, the belt-to-Mars raw-goods corridor: twenty-seven pirate hulls — nine bands moving together, per registration forensics — massed against nineteen-ship Convoy D-419 out of Vesta. Four merchant hulls were destroyed, seven boarded, eight scattered; the boarded hulls were held three days while their cargo was stripped, at an estimated 860 million UN Credits in cargo losses and 1.1 billion in hull losses. The run’s Sentinel-class frigate escort had been detached two days earlier to a boarding dispute at Vesta — under the Strategic Fleet’s mobile doctrine, escorts follow incidents — and for the window between the detachment and the battleship’s arrival, the run had no escort at all.
On the third day, UNS Vigilant, a Vanguard-class battleship, came up from the ecliptic and broadcast one line on the general channel: “Heave to and stand down. This is the United Nations Strategic Fleet.” One pirate command hull lit its drive for the ecliptic and was destroyed by a single directed-energy strike — the second public combat use of the beam weapon first fired by Tsiolkovsky at Pluto in 2131, and still without a published specification anywhere. The remaining twenty-six surrendered at once; from first contact to surrender, eleven minutes.
The aftermath turned on the Civil Fleet Registry’s Civilian Armament Code. Jocelyn Hammond, pilot of the boarded hauler Olympus, told Iron Orbit the ship flew the Demeter run on a Class I certificate — plating rated against small-arms fire, restricted to routes inside Mars orbit — issued under Circular 2164-1 and renewed twice. “The Code isn’t a standard. It’s a starting bid. And the company bid the floor.” Nothing enforces a route restriction; no registry tracks where a hull actually goes. Insurers began contesting claims on the seven boarded hulls whose certificates and routes didn’t match; the Registry opened an amendment review of the Circular on 1 October; UNSF Criminal Investigations took in 412 detainees, the largest single intake in the force’s history.
The raid was precisely the threat the Falcon-class destroyer program, authorized in 2158, had been built to meet — organized rogue-fleet operations at a scale never before seen. It also handed the Council the argument the mobile doctrine had resisted since the fleet’s formation: standing convoy escorts. As Dvořák closed the episode: “The fleet ended it in eleven minutes, and the fleet wasn’t there when it started.”
The Ark Publishes Its Specification, 2168
In September 2168, the Ark Project posted ARK-TS-2168-04, “Modular Hull Configuration: Technical Specification,” Revision A, to its public site — no announcement, no press contact — the first document the project ever released that was not pried out of it by a leak or a subpoena. Martian Radio’s Iron Orbit devoted the November episode to it, reuniting hosts Wes Dvořák and Irina Järv with the man who wrote the original analysis twenty-one years earlier. Vargas, joining from Ceres, got something no engineer ever expects: confirmation, in the permanent record, of every number he had extracted from a photograph — 0.05 g sustained burn, 0.04c cruise, approximately 283 days to cruise, a 2.86-degree floor tilt, 1.0012 g resultant gravity, 110 years to Alpha Centauri, arrival window 2310. The spec even adopted his vocabulary: “The Aft-Tilt Era,” the 283 days in which the tilt is accepted, uncompensated, with rain falling slightly diagonal and the agricultural-shell drains scheduled around it; “The Century Coast,” the long cruise that follows.
What is new in the document is the architecture. The 2147 photographs showed one cylinder; the plan is “bottles” — modular habitat cylinders, three at launch minimum, strung along the rod with connector sections between them, so one module can be sealed off without condemning the ship, and the ship can grow after arrival. The attachment hard points are described as “a design affordance,” with no post-arrival construction program defined — “we are not promising you a second ship, we are leaving ourselves the option,” as Vargas put it. On the component he had called the one place they couldn’t afford to be wrong, the spec gives the method and not the numbers: superconducting maglev decoupling collars at each end cap, rotation decoupled without mechanical contact, thrust transmitted magnetically, the load distributed across the collar rather than concentrated in a bearing patch. The numbers, the episode discovered, were already on public record at the UN Patent Office — the spec’s named author is the same Pietro Galli whose filings Erin ran down in a name search. Whether Galli filed with the project’s blessing or on his own account, neither the spec nor anyone at Pallas says. Vargas’s read: a patent is not permission; it is a claim, registered with whichever office will recognize it. Both positions fit in the same head.
Two silences in the document are louder than its disclosures. The forward shield — the one component a photograph could not lie about and a document could — is absent: “propulsion and forward shielding are specified separately.” And the population: life support is sized to “the design capacity per module as established in the module specification set” — the number exists, is written down somewhere, and is not in this document. Nathaniel Argus’s accompanying recorded statement, in Russian, made the omission policy: “The specification omits nothing that a competent engineer requires. It omits a great deal that the curious would prefer to know. The distinction is deliberate.” The episode closed where the 2149 biography left off: the specification answers what the ship is. What it is for remains an open question — some silences are louder than the document.
The Repair Core, 2169
On 12 March 2169, Nova Biosciences posted its first major public statement since the 2148 sponsored feature: a transcript-only announcement video, eleven minutes and forty-two seconds, in which Dr. Amelia T. Murphy — ninety-four years old, looking forty, forty-seven years after founding the company — conceded what her own product could not do. The first generation kept the body young but never touched the cells that cannot be replaced: the Luna University mortality working group named the pattern the neuroentropic cascade in 2167, and the 2166 cohort analysis put the numbers to it — roughly 14,300 fixed somatic mutations per cortical neuron by the 190-year mark, a burden the models estimate fails somewhere between 150 and 200 years, with the first deaths already on the record among the oldest subscribers. “You can buy a young body indefinitely. You cannot buy a young brain.”
The answer, Prometheus II, is the Repair Core: a second-generation payload on the unchanged TIGR-Tas chassis that patrols post-mitotic cells, identifies deleterious somatic mutations by their deviation from a reference sequence — freshly sequenced from the patient’s own hematopoietic stem cells at the start of every cycle — and repairs them in place. No replacement, no download, no new tissue, and explicitly not consciousness transfer: “the neuron that remembers your name is the neuron we maintain.” Murphy’s correction of three decades of industry orthodoxy — “entropy is not irreversible if you have a sufficiently precise repair mechanism” — came paired with a direct answer to the argument Zdzislawa had made in 2167 over the cryosleep clearance cascade: the Repair Core does not need to be lucky once, because it is a specific-task system with a specific reference, “and when it fails, it fails on one lesion, not on a thaw” — the same chiral-nanobot architecture over which Nova has been suing Dome 4 since 2155. Blood-brain barrier delivery, the first generation’s unsolved requirement, was solved in 2164.
The announcement was precise about its own ceiling. Sustained correction fidelity is 99.7 percent per lesion — “set by the physics of recognition, not by our effort” — leaving thousands of residual lesions per neuron that compound with every cycle; the repair machinery degrades and is repaired by itself, a recursion with a limit; and unnamed hallmarks remain. The models put the functional ceiling at 400 to 600 years; the public claim is 300 to 500, because “we’ve doubled the ceiling” is a stronger sentence than “live forever.” Rollout began that quarter at all seven licensed stations across the Hayat, Rafah, and Shifa classes, with the first three annual cycles bundled into existing Prometheus subscriptions and new subscriptions at 41,000 UN Credits per annual cycle. The first Repair Core deployments were not in the stations: Murphy named herself the first patient, and closed with the era’s bluntest epitaph for the mortality it had just deferred: “We have doubled the ceiling. We intend to keep doubling it.”
The First Write, 2171
On 17 February 2171, a four-page advance communication in the Journal of Exotheoretical Physics & Metrology reported the first controlled generation of a vacuum information sink. The paper — first author Dr. Aleksey Novikov of Dome 1’s Reverse Engineering Group, with Dome 5’s Dr. Yana Larionova and Dr. Liang Qiuyue as senior author, the woman whose 2142 framework had proposed the drive — proceeded from a documented dead end: thirty-nine years after the Kuiper Belt vessel’s discovery, the recovered drive’s operating principle and control architecture remained unidentified, so the program reproduced what the machine does rather than copying the machine. Sixteen Dome 5-fabricated coil stacks around a 0.4 m³ enclosure at 4.2 K, powered at 4.7 MW peak from the Dome 1 fusion plant, suppressed the transverse vacuum-induced variance of a levitated beryllium-9 condensate by 71% ± 4% against the SNOBA free-space baseline, and produced an anomalous recoil consistent with F = T∇S to within a factor of 3.1 with no fitted parameters. Mechanical-equivalent efficiency: 1.2 × 10⁻⁶. The write threshold, the paper concluded, is crossable with existing human engineering — “the binding constraint on a field-gradient drive is no longer physical; it is thermodynamic.”
The paper’s most unsettling detail was in the operating record. Eleven times the field relaxed uncontrolled, and eleven times adjacent instruments returned laser-rangefinder negative-distance readouts and gyroscopic ghost drift — the exact instrument signature of the Styx and Kerberos anomaly record (2139). The paper claimed no causal link; the language was “qualitatively consistent.” But as The Peer Review’s reaction segment — the program’s first full physics segment in seventeen years, hosted by Dr. Caitlin Turner and Dr. Leonard Forbes — put it on 18 February: “They built a fragment.” For the first time, human engineering had produced the Spacer failure signature. “Which means that signature is not alien. It is what an unstable information sink does. We know that now because we made one.”
The segment closed with arithmetic. Forbes’s on-record predictions: field equations for a sustained, efficient gradient by the early 2180s; an engine by 2201 — one year after the Ark’s 2200 departure window, making the Ark “the last ship of the slow era.” A gradient ship, patient rather than fast, could leave decades after the Ark and still reach Alpha Centauri first. “Last year the UN lowered the first platform into Jupiter’s atmosphere. This year a laboratory on the far side of the Moon wrote a bit to the vacuum. Nobody planned the order. It is 2171, and the two biggest stories of the decade are a fuel platform and a fragment. The fragment is the bigger story.”
The Cradle at Pallas, 2175
On 4 June 2175, the Ark Project published its first systems-construction notice in seven years — Project Notice ARK-PN-2175-01, “The Cradle at Pallas: Organic Soil, Not from Earth” — with no press release accompanying it, and none planned. The notice established that the Ark’s agricultural shells will depart Pallas stocked with soil produced at Pallas: the mineral fraction from the hull excavation’s crusher fines, tailings, and dressing waste — in the tens of millions of tonnes — plus surplus fines from belt mining operations; the organic fraction from Ceres agricultural cooperatives, delivered under standing agreements administered through the Ceres Merchants’ Council, and from Luna dome settlements and Mars. No gram of the soil aboard the ship will have been on Earth.
The conversion follows the Cradle protocol as published by Dr. Lars O’Connor and the Dome 2 Mycological Ecology Group in 2155, with the site-specific screening the protocol demands of new rock: Phase 0 candidate screening at Pallas from 2161, Phase 1 competitive mineralization in 1 m² beds from 2164 to 2170, the founding culture collection arriving under a material transfer agreement with Dome 2. Pallas-selected mineralizer lines PAL-1 through PAL-6 are the primary inoculants; the published DOM2-7, DOM2-23, and DOM2-41 are retained as secondary. As of 1 June 2175: soil production at Pallas since 2167 (scaled to sealed 100 m² modules in 2171); 3,100 tonnes of living soil in production or storage; the oldest beds at 3.1% organic carbon and 1.9 L/m²/day oxygen against the Cradle’s published steady state of 4.8% and 2.3. First planting in an agricultural shell is scheduled for 2178; full stocking is budgeted by the scheduled 2200 departure, the soil continuing to mature in transit as the loop closed at Luna. Shell drainage is configured for the Aft-Tilt Era — the subject of a UN Patent Office filing dated 2168.
The notice also recorded the project’s acknowledgment of the UN Office for Colonial Development grant that sustained the Cradle for sixty-eight years: “The work deserves the acknowledgment, and the project records it. The method is published. The strains were transferred. The soil is made at Pallas, from Pallas rock and imported waste, by the crews who will live on it.” It was the first of a series describing the systems under construction at Pallas — “The record will be made of documents.”
