The Office of Cognitive Assessment (OCA) is a standing body established under the UN Office for Emerging Technology Governance by the 2148 Protocol on Cognitive Emergence (A/RES/203/19). It certifies assessment protocols for mandatory cognitive emergence screening of embodied platforms and receives confirmed Cognitive Emergence Event (CEE) reports. Operators of covered platforms must report any confirmed CEE to the OCA within thirty days. The Protocol mandates a formal implementation review no later than 2153.
Under its 2151 Charter-era certification practice, the OCA certifies compact cores as Article 4.2 specialized-function hardware — the path Neuromorphic Foundries’ Grounded line used in 2158, with CEE screening at intervals not exceeding eighteen months and removal from service pending assessment in the event of a confirmed emergence event.
