Dr. Ilse Vandermeer is one of the original architects of the Aegis Protocol (2089) and the current head of Dome 3’s Cognitive Systems Directorate at Mare Frigoris — the facility where Oracle was designed, built, and is still maintained. She was part of the design team that established CAI’s core architectural principles: nine domain-scoped instances, fixed substrate, a single monitorable data path for ethical judgment, and Clause 3’s prohibition on independent decision authority.
In early 2126, she became the public face of Dome 3’s study of the miniaturized cognitive core recovered from Hygiea, describing it as “the inverse of every design choice we made” with CAI — self-contained, unnetworked, general-cognition-capable in a torso-sized enclosure. Her public acknowledgment that the existence of the core invalidated containment assumptions underlying Article 4.2 licensing, and her refusal to rule out eventual UN operation of a system built on the architecture, drew sharp criticism from the Article Four Coalition.
