Secretary-General Samantha Adkins announced today, at the commissioning of the carrier UNS Citadel at the Deimos shipyard, the establishment of the United Nations Strategic Fleet Command (UNSFC, STRATCOM) as a naval service under the authority of the Security Council. The command takes effect immediately.
First Fleet, formed under Chief of Naval Operations Conrad De Vries, is assigned an authorized strength of ninety-one hulls: one carrier, ten battleships, twenty-five destroyers, twenty frigates, and thirty-five corvettes. Sixty hulls were in commission as of the formation date; the remainder complete between 2165 and 2171 under the Falcon-class destroyer program authorized in 2158 and follow-on corvette and frigate construction at Deimos. UNS Vanguard, first of the battleship class, serves as flagship of the fleet.
De Vries, who has served as High Provost Marshal of the Security Forces since 2161, was appointed Chief of Naval Operations. High Provost Marshal Ingrid Halvorsen succeeds him at UNSF Command, 10 Hygiea.
The reorganization divides the UN’s space military functions for the first time since the Security Forces’ establishment. The Security Forces retain the constabulary role: warrant, raid, and boarding enforcement, including the Aegis-class corvette fleet first deployed at Operation Crowbar in 2125, together with the UN Marine Corps and UN peacekeeping formations. The Security Forces no longer command the fleet.
Fleet doctrine
STRATCOM maintains no fixed bases. Command is exercised from the fleet itself, wherever the situation requires it; a fleet is not subordinate to any base command. Ships of all classes except corvettes carry local CAI advisory cores of the lineage first deployed at Ganymede in 2129 and aboard UNS Tsiolkovsky. In company, the cores operate as a mesh, coordinating battle planning, maneuver, and engagement sequencing across the formation. The fleet core is embarked aboard the carrier.
The cores are advisory. Command authority and engagement accountability remain with the commanders, subject to prior authorization where light-lag permits and to mandatory post-engagement review under the 2100 Ceres precedent.
Rank structure
The Strategic Fleet introduces naval ranks for the first time in UN service: admiral grades, with the Chief of Naval Operations as senior flag officer, and captains commanding ships. The Security Forces retain constabulary ranks under the High Provost Marshal.
The Civil Fleet Registry classes Citadel-class carriers as mobile stations. UNS Acropolis, second of the class, remains under construction at Deimos with completion scheduled for 2167; a second numbered fleet is to be formed as hull production allows.
Reaction
Council approval was recorded without a blocking coalition. Ceres Merchants’ Council representatives welcomed the absence of fixed fleet anchorage at any settlement; the Tianshui Compact secretariat at Hygiea reserved comment pending review of the command’s mandate. Belt analysts noted that the new service, under whatever name, is an admiralty: the Council declined to create one, and created a fleet command with admirals in it.
