The Jovian He-3 Trilateral Directorate is the body established in 2164 to administer the UN’s suspended helium-3 extraction platform programme in Jupiter’s atmosphere — the operational form of the Jovian He-3 interest first disclosed by Dr. Kirana Saraswati in 2104. It joins the Soviet Union, China, and the UN as joint holders of the pooled He-3 reserve under Article III of the 2101 Charter, operating the programme under the Article I common trusteeship of Jupiter’s atmosphere.
Between 2161 and 2165 the directorate surveyed fourteen high-concentration He-3 zones with unmanned stages, rated six suitable for initial placement, and scheduled the first platform for 2170, with construction materials sourced from the Jovian moons under general OETG waivers — Ganymede the principal source, per the 2165 Colonial Census, which also assumed the first-platform schedule holding for its low population bound by 2200.
