Secretary-General Samantha Adkins announced the formation of the UN Orbital Remediation Administration this morning, ending two years of closed-door review triggered by the Colonial Census Bureau’s stark 2155 finding that near-Earth orbital congestion had made new permanent station placement “inadvisable without a dedicated remediation program.”
The new body, chartered under the Office for Colonial Development with a mandate spanning Low Earth Orbit (LEO) through geosynchronous, will operate the first system-wide active debris removal fleet. Adkins confirmed an initial appropriation of 4.1 billion UNC and a five-year target to reduce tracked LEO debris mass by forty percent.
“There is no diplomatic way to say this,” Adkins told the General Assembly. “We have treated low Earth orbit as free storage for more than a century. The bill is due. The skies above Earth are not a dumping ground — they are the corridor through which every gram of cargo, and every spacecraft bound for the settled sphere, must pass. If we lose that corridor to cascading collision, we do not recover it in our lifetimes.”
The Problem
The Census Bureau’s 2155 report identified approximately 34,000 tracked debris objects larger than ten centimeters in LEO alone, with an estimated 900,000 objects between one and ten centimeters, any one of which carries the kinetic energy of a mid-sized artillery shell at orbital velocities. The same report noted that Luna’s Guanghan Port and Kosmodrom Zarya together handle more than a hundred launches per day, each transit cutting through the same debris bands that have accumulated since the first commercial launch booms of the 2030s.
Two near-miss events in 2156 accelerated the timeline. In March, a Kuzmin-drive freighter out of Kosmodrom Zarya passed within 140 metres of a spent upper stage from the 2040s — close enough that the vessel’s automated collision-avoidance system executed an emergency burn, injuring three crew members. In September, debris impact shattered a solar array segment on ELTS IV; the station depressurized the affected module without casualties, but the repair cost alone ran to 18 million UNC.
“The census report said ‘inadvisable,’” Adkins remarked during the Q&A following her address. “The ELTS IV incident said ‘uninsurable.’ That is the difference two years makes.”
The Programme
The Orbital Remediation Administration (ORA) will operate under Director Nancy Choi, previously deputy director of Luna Port Authority’s traffic control division and a twenty-year veteran of orbital operations. The fleet is twelve dedicated remediation tugs, the first four already under construction at Kosmograd’s shipyard. ORA’s fleet will target large debris objects for controlled deorbit. A parallel ground-based laser ablation system, sited at three equatorial stations, will nudge smaller objects into decay orbits through photon pressure.
The programme is fully funded by the UN, drawn from the surplus profits of the UN Antimatter Bond — the debt instrument that financed Hesperus Initiative’s orbital production facilities in the 2140s and which, following Hesperus’s operational maturity, has generated returns well in excess of original projections. Adkins framed the allocation as a direct reinvestment of space-derived revenue into space sustainability. “The bond was sold to fund infrastructure that made antimatter production possible. That infrastructure now runs at a profit. We are putting the profit back into the corridor that makes all of it possible.”
What Comes Next
ORA’s first four tugs are expected to begin operations by March 2158. The equatorial laser array is projected to reach initial operating capability in 2159. Adkins declined to specify what happens if the five-year target is missed, saying only that “the programme will be measured by tonnes removed, not press releases issued.”
