Kosmograd (Космоград, “Space City”) is the Soviet Union’s permanent lunar settlement, formally redesignated from Zvezda Base (operational since February 2033) by Council of Ministers order on 12 January 2061 following a five-year expansion programme. Located on the Shackleton Crater rim at the lunar south pole, its administrative centre sits approximately eleven kilometres from the NASA Artemis ALSO installation. The settlement operates under a 2058 joint protocol governing proximity operations between the Soviet and American lunar programmes, including a small number of carefully choreographed liaison visits each rotation. Resident population grew from approximately 340 in 2056 to just over 1,100 at the redesignation — making Kosmograd, by resident population, the largest permanent human settlement beyond Earth.
USTAV
Kosmograd’s defining feature — and the subject of extensive Western analysis since its public documentation — is USTAV (Устав, “Statute” or “Standing Regulations”), a deliberately narrow cognitive architecture managing colony infrastructure: life support scheduling, resource allocation, regolith processing logistics, and EVA safety monitoring. Originally developed at Kaluga Yard’s Systems Directorate for the Pobeda transit phase, USTAV was deployed ahead of schedule to Kosmograd in 2059 after the base’s rapid growth outpaced conventional human-scheduled resource management. USTAV is architecturally a “focused” instance — not a general cognitive intelligence in the sense defined by the UN Charter on Embodied Cognitive Systems — and is, by the account of Commander Ingrid Faasen (the first Western commander to provide a detailed public assessment), operationally superior to NASA’s equivalent systems at Shackleton.
USTAV’s interpersonal capability — its capacity to manage not only infrastructure but colonists’ experience of that infrastructure, including persuasion, consensus management, and the framing of scarcity as shared sacrifice — has been the subject of sustained Western concern since Faasen’s 2061 interview. Her characterization of the settlement as “calm” and “better-run than our own base most days,” combined with her observation that colonists seemed to have had “the rough edges of disagreement very, very gently sanded away,” established the framework for understanding the Soviet cognitive model: values-first developmental methodology applied with Soviet institutional values (consensus management, persuasion, information framing) rather than Western plural ethical traditions.
Kosmograd and USTAV also served as the catalyst for Neuromorphic Foundries’ pivot toward offline single-instance neural core hardware — proof that efficient, narrow cognitive architecture could operate independently of the commercial cognition-cluster model.
