Persephone Reach — Pluto’s first genuine surface settlement, developed from the research habitats first established during initial investigation of the Pluto xenosites in the early 2130s. Those habitats were progressively expanded into a multi-habitat, largely underground settlement — home to an estimated 1,543 permanent residents as of the 2155 Colonial Census, and ~36,000 by the 2165 Colonial Census. Dominium Hominis pilgrims — whose initial arrival at Boreas Station in 2139 and subsequent supervised access to Pluto in 2140 were documented in prior reporting — have contributed directly to construction, research support, and continued expansion, with migration to permanent residence a principal growth driver of the decade. The UNS Canteloupe serves as its orbital station with an additional ~4,800 residents aboard.
