Hygiea

Hygiea — the fourth-largest body in the asteroid belt, site of the 2125 UNSF raid (Operation Crowbar) that uncovered an unregistered general-cognition research facility operating outside the 2052 Charter’s framework. The raid killed facility director Dr. Jesse Hayes and recovered a general-cognition core (HR-1) subsequently transferred to Dome 3 for study. The 2136 CCTV footage release — showing Hayes’s death and combat units in action — triggered the formation of the Article Four Coalition and reshaped public debate on embodied cognition. Hygiea remains under UN seizure as of the 2155 Colonial Census; the UN Office for Colonial Development has internal planning to develop it into a UN-administered settlement comparable to Ceres, but no public timeline has been issued.

In 2158, the Secretary-General and UNSF Command announced the facility would become UNSF central command, fully operational by 2164. The sealed research levels remain sealed; the conversion uses the inspected and cleared administrative and industrial galleries plus existing berthing infrastructure, adding three fleet docks, barracks for a permanent complement of 4,000 personnel, and a training range, with a first-phase appropriation of 3.2 billion UNC. Pallas and Vesta were ruled out as alternatives on the ground that neither is under UN administration. In 2159, as conversion proceeded, the UN Office of Legal Affairs offered space in the administrative galleries for the Sovereign Miners’ Coalition’s secretariat — an offer the Coalition had not decided on: “They are offering us a desk on a military base,” co-chair Zhao Zihan said. “That is the UN’s idea of neutral ground.”

As of the 2165 Colonial Census, UNSF central command operates from the converted administrative and industrial galleries; the garrison population (planned complement 4,000) is excluded from settlement counts, and the sealed research levels remain sealed.
