The United Nations Security Force will relocate its central command from Luna to the 10 Hygiea facility, the Office of the Secretary-General and UNSF Command announced on 16 June. The transfer will proceed in three phases: conversion work begins in 2159, the first command elements deploy in 2161, and central command is to be fully operational at Hygiea by 2164. The Luna installation, the force’s command seat since its establishment, will be retained as Cislunar Command.
The decision follows a basing review initiated in 2156. The review considered the main belt’s other large bodies first. Pallas and Vesta were ruled out on the ground that neither is under UN administration. Hygiea, under UN seizure since the January 2125 operation, is the only body of its class in the belt where the UN already holds the ground.
The Rationale
UNSF Command framed the relocation as a response to the force’s system-wide operational footprint. A round-trip advisory query from the main belt to Luna takes between thirty and sixty minutes depending on orbital geometry; from Hygiea, the inner system, the outer belt, and the Jovian approaches all fall inside a single watch shift. The installation will carry a local CAI advisory core of the class first deployed at Ganymede in 2129.
“The force’s operational centre of gravity is no longer cislunar,” Secretary-General Samantha Adkins said in a statement issued with the announcement. “Command belongs where the force operates.”
The Site
The facility’s sealed research levels will remain sealed under the plan. The conversion uses the administrative and industrial galleries, which have been inspected and cleared for reoccupation, and the existing berthing infrastructure. Three additional fleet docks are to be constructed, along with barracks for a permanent complement of 4,000 personnel and a training range. The first-phase appropriation is 3.2 billion UNC.
The site’s history was not addressed in the announcement beyond a single sentence noting the facility’s status under seizure. The 2125 operation and the release of the facility’s internal footage in 2136 are matters of public record.
Reactions
The Ceres Merchants’ Council welcomed the anchorage for main-belt shipping security and requested consultation on the coordination of military traffic with registered commercial routes. Shipping firms operating out of Tianshui made the same request through the Council’s transport committee.
The Article Four Coalition, which has called for the closure of Hygiea-derived research since 2125, said the decision “reopens the one facility in the settled sphere that should have been left as it was found.”
Officials in Guanghan and Kosmograd noted the economic effect of the transfer on Luna. The plan provides a five-year transition for affected base contractors, and the Luna installation’s complement is to be reduced by roughly half rather than withdrawn.
