With one exception (the NASA facility), every settlement was built with Pobeda-sourced resources, fabrication expertise, or seed personnel — a dependency traceable directly to Pobeda’s own 2099 foundry proposal, which by outgrowing what the Silo could contain became the template for how everything after it got built. All settlements are connected to an elevated high-speed rail network.

Pobeda Station

Mars’s oldest, largest, and administrative settlement, founded 2066 at Korolev Crater. The site was chosen for a decisive practical reason: orbital radar surveys identified Korolev Crater as sitting atop one of the largest known permanent water-ice deposits on Mars. By 2066, four years after the Kuzmin Drive’s first sustained test, precision-powered descent made a high-latitude landing feasible in a way it hadn’t been for earlier chemical-propulsion mission concepts — water security outweighed the convenience of an equatorial site.

Under the 2078 administration change, UNOLA holds civil governance while the Soviet successor administration retains authority over the Deimos shipyard, reactor programme, and Pathfinder Fleet — an arrangement that has held for over fifty years. Home to Pobeda University and the seat of Martian civil administration.

Meridian Forge

Originated from Pobeda Chief Operator Emi Kato’s 2099 foundry proposal: a colony-scale metal foundry using the crater-and-burial construction method pioneered at the Luna Research Domes, intended to make Mars self-sufficient in structural metal and reactor components. The project outgrew what Pobeda’s own footprint could support and was relocated to a dedicated site at Meridiani Planum. Phase I broke ground and reached initial operating capacity in 2104 — five years after the original proposal. As of 2130, Meridian Forge operates at full designed capacity as the second-largest settlement on Mars.

Chryse Basin Works

Independent engineering and fabrication hub at Chryse Planitia, best known off-world as the founding site of Novaya Zarya Propulsion Cooperative — the small engineering collective whose 2118 nested-shell containment design ultimately broke the Kuzmin Drive licensing monopoly in the 2122 Luna Interplanetary Court ruling, though the cooperative itself did not survive to see the verdict. Chryse’s culture remains distinctly independent-contractor and testbed-oriented relative to the rest of Martian industry.

Hellas Greenbelt

Mars’s primary agricultural settlement, sited in Hellas Planitia because it is the lowest point on the Martian surface and therefore holds the planet’s highest atmospheric pressure — a meaningful advantage for greenhouse structural loads and pressurization costs. Supplies a significant share of fresh produce to Pobeda and Meridian Forge.

Olympus Highport

Mars’s primary spaceport, built at the base of Olympus Mons to exploit the mountain’s extreme elevation for launch operations. Function follows almost entirely from geography; nowhere else on Mars offers the same combination of altitude and stable ground.

Melas Station

Sited within Melas Chasma, part of the Valles Marineris canyon system, where the canyon’s depth provides passive radiation shielding for reactor engineering and higher-risk industrial R&D that open-surface settlements would need to shield artificially.

Arcadia Icefields

Built over confirmed subsurface ice deposits at Arcadia Planitia. Handles ice mining and water processing/distribution for the northern settlement cluster.

New Elysium

The youngest registered settlement, founded 2121 at Elysium Planitia to study and exploit Mars’s most seismically active region for geothermal power research — a resource none of the other seven settlement sites offer in comparable quantity.

Foreign Government Installations

NASA Mars Surface Facility — Landed 2101 with a fully integrated fabrication unit, the first crewed NASA mission to Mars. As of 2130, operates with a standing crew of 13 personnel, effectively unchanged in scale since landing. It remains the sole settlement-adjacent structure on Mars built and operated entirely outside the Pobeda-descended supply and expertise chain.

Independent Operations

Orbital survey identifies approximately 1,367 individual outposts and structures outside the eight registered settlements and the NASA facility — mining sites, warehouse and port facilities, and foundry/ore-processing installations operated independently by corporate entities.
