Three years after the Pobeda’s crewed Mars landing, the Soviet Union and China signed the Kaluga Technology Transfer Protocol on 6 April 2068, formally licensing Kuzmin-lineage fusion torch designs to CNSA for the first time — the first transfer of the technology to any government since the drive’s 2062 announcement.

A Narrower Transfer

The Kaluga Protocol is, by explicit design, a narrower arrangement than the thorium export model Volkov had documented decades earlier. Where the thorium programme had trained foreign engineers to operate independent facilities, the Kaluga Protocol licenses a specific reactor class for a specific mission profile, with core plasma-confinement design parameters remaining classified and jointly held rather than transferred outright. Dr. Kuzmin, now director emeritus of the programme that bears his name, was not a signatory and was not present at the Kaluga signing. A one-line Kurchatov Institute statement noted that “the licensing terms were a state matter, not a research one.”

The Ceres Objective

CNSA Administrator Li Fanghua confirmed at a Beijing press briefing that the licensed reactor’s first application would not be Mars — where the Soviet Union, NASA’s diminished Artemis programme, and the Paektu-Sŏn programme had all established some form of presence — but Ceres.

“Mars is a planet other governments have already spent their attention on,” Li said. “Ceres is a dwarf planet with, by our own survey data and the earlier work of the Dawn and subsequent probes, several hundred million cubic kilometres of water ice in its mantle and crust — the largest readily accessible fresh water reservoir between Earth and the outer moons. We do not need to contest what is already contested. We intend to arrive first at what is not.”

China’s stated target: a permanent foothold securing water-extraction rights and processing infrastructure by the 2090s — a horizon Li characterized as conservative relative to Kuzmin-class transit times and cautious relative to the multi-decade site-survey discipline the programme had already applied at the Shackleton Crater.

The Thorium Parallel

Dr. Priya Ramanathan, in a follow-up piece for Foreign Affairs, noted that “the Soviet Union has now done, with fusion propulsion, roughly what it did with reactor technology in the 2010s: sold access rather than presence, to a partner capable of using it independently, in exchange for something the seller could not easily produce alone.” The Protocol’s disclosed consideration includes Chinese semiconductor and quantum-computing component access — an echo of the drone-for-reactor logic of the original 2015 Iran-Soviet thorium deal, though neither government characterized the arrangement in those terms.

Jurisdictional Vacuum

The UN Office for Lunar and Outer Solar System Affairs — UNOLA’s mandate having been formally extended beyond the Moon in 2065 following the Pobeda landing — issued a statement noting that no existing multilateral framework governs resource claims on Ceres or any body beyond cislunar space, and that it “would welcome early consultation” on the matter. Neither Moscow nor Beijing responded to the invitation as of filing. The jurisdictional question Adeyemi had raised in 2050 — whether the UN had standing to propose a framework for the lunar surface — has been overtaken by events: by 2068, the framework gap extends to the asteroid belt, and the two governments best positioned to fill it have declined to consult.
