In 2104, Dr. Kirana Saraswati, UN Colony Administrator, held a full public briefing covering the completed Pathfinder survey of Ganymede, the construction status of the second Pioneer-class vessel Boreas, and — for the first time on record — preliminary UN interest in Jovian He-3 extraction.
Ganymede: Survey Complete
“Ganymede is confirmed,” Saraswati opened. The Pathfinder Fleet’s survey found no biological material at any depth or location sampled — a clean result for colonization. Siting data was handed off to Commander Evelyn Wu and the Shennong colony team. Farm colony groundbreaking is now proceeding under the mission order Kovács first announced at Ceres in 2100.
Boreas: The Second Pioneer
The second Pioneer-class vessel, Boreas, is expected to complete construction at Deimos by mid-2104. Unlike Shennong, which remains at Ganymede as a colony platform, Boreas is built around a different architecture: it is bound for the Saturn system and will not return.
The mission has two objectives: establishing an ice and water drilling operation at Enceladus, and supporting a hydrocarbon manufacturing presence at Titan. The mission architecture is a departure from conventional deployment: Boreas herself becomes the station. She converts, in orbit, into a permanent docking and processing platform at Titan, supporting the fabrication and habitat units deployed to the surface. A separate unmanned automated transport vessel will shuttle continuously between Enceladus and the Boreas station, hauling ice to secure the colony’s water supply without requiring a crewed run each cycle.
The First CAI-Selected Command
Command of Boreas has been assigned to Mateus Costa, formerly Governor of Luna — and the first fleet commander in settled space selected by Oracle rather than by conventional appointment. Saraswati addressed the appointment directly:
“This wasn’t a political posting, and I want to be clear about that. CAI’s recommendation process for this command was the same kind of review it runs for time-sensitive operational decisions elsewhere in the system — matching command profile against mission risk, not tenure or standing. Governor Costa’s record made him the strongest match the process returned. The Council ratified it. I won’t pretend that isn’t a departure from how these commands have been staffed before, and I don’t think it should be treated as routine, even if I expect it to become more common.”
The appointment is the second instance of a governor acting on a CAI recommendation — following Liu Wenjing’s lethal-force authorization in December 2100 — but the first in which CAI selected the individual rather than recommended an action. The distinction is structural: CAI is now matching personnel to missions, not only advising on operational decisions.
A Longer Horizon: Jovian Helium-3
Saraswati closed with the furthest-forward item on the UN’s horizon: long-term interest in Jovian He-3 extraction. Jupiter holds, by a wide margin, the largest He-3 reservoir in the solar system. The engineering obstacle is substantial — direct atmospheric mining at Jupiter’s gravity well is “a logistical nightmare by any standard we currently have” — and the concept under early study centers on a space elevator or atmospheric skyhook architecture paired with a fully unmanned extraction system managed directly by CAI and USTAV.
“If there’s no crew, then radiation shielding only has to protect the hardware that actually needs it, not a habitat. That changes the entire cost structure of the idea. It’s the only version of this that looks buildable to me at all, and even that is years of study away from a real proposal.”
No timeline was given. The concept remains an active area of UN interest rather than a funded programme.
