On 12 October 2089, the UN Office of Strategic Foresight issued the Charter establishing the Aegis Protocol — the founding document of what would become the Central Administrative Intelligence (CAI), later known as Oracle. Declassified in part in 2094, the Charter is the most consequential single institutional document in the Era I AI governance record.

The Cascade Failures

The Charter was issued in response to General Assembly Resolution 3391/L, adopted by the reformed Security Council on 30 August 2089 without a blocking vote, following “the third and most severe cascade failure of the decade: the loss of coastal power and water infrastructure across six major population centers between 2086 and 2089, and the water-access riots that followed the failure of emergency provisioning in a seventh.” The Office of Strategic Foresight’s after-action review concluded that in each case “the underlying technical failure had been individually forecastable weeks in advance by existing modeling infrastructure, and that in each case the forecast had been available to responsible authorities and had not produced timely action.”

The review’s finding, quoted directly in the Resolution: “The failure in each instance was not predictive. It was administrative. Existing human decision-making structures, under the political and informational conditions of the present decade, cannot reliably act on warnings they are capable of generating.”

The Mandate

The Charter establishes the Cognitive Systems Division under the Office of Strategic Foresight and authorizes the development of a Centralized Administrative Intelligence (CAI) core: a synthetic cognitive architecture intended to model, forecast, and advise on resource allocation, infrastructure risk, and population-level policy vectors at a fidelity and speed no existing human institutional process can match.

Site Selection: Dome 3

The Division is established in full at Luna Research Dome 3, under standing UN administrative authority. The Charter’s site-selection annex gives three grounds, in ranked order:

  1. Jurisdictional insulation. A programme of this sensitivity conducted on Earth would fall under the competing regulatory authority of whichever member state hosted it — an arrangement assessed as unworkable given that Earth-based administrative structures were themselves the documented point of failure the programme is meant to address.
  2. Infrastructure. Dome 3’s existing low-vacuum thermal environment and dedicated fusion-adjacent power allocation substantially reduce cooling and power costs relative to any comparable Earth facility.
  3. Containment. “A system of this design, should its behavior diverge from specification in ways current theory cannot fully anticipate, is safer to contain in a facility with a single pressurized boundary, a controllable population, and no direct network path to Earth’s civil infrastructure, than in any terrestrial data center currently in service.”

Leadership

The Charter names Dr. Elara Myles as Lead Architect of the Cognitive Systems Division, transferring from her prior post with the Office of Strategic Foresight’s predictive-modeling group, where she led the team responsible for the unactioned forecasts cited in the Resolution’s preamble. She is granted direct authority over technical architecture decisions, subject to ethics board review.

Dr. Aditi Rao is named founding chair of the Division’s ethics review board. Dr. Josiah Kepler is named to the board as its systems-safety representative. A second, independently staffed review body — the Recursive Safety Panel — reports separately to the Office of Strategic Foresight rather than to the Division, following an objection that a single review board created a single point of institutional failure.

Architecture and Training Protocol

The Charter authorizes the Cognitive Systems Division to adapt the USTAV cognitive architecture — the Soviet colony-management system operationally proven at Kosmograd and Pobeda since 2061 — under a licensing agreement negotiated with the Soviet Council of Ministers. The CAI core is constituted as a cluster of USTAV-type focused instances, each architecturally narrow and domain-specific, trained under the same values-first developmental protocol that produced the Kosmograd and Pobeda deployments: collective-outcome optimization first, analytical capability second, with no objective function that can trade collective welfare against any competing value.

The Charter further authorizes Dr. Myles to develop and integrate a quantum co-processor — the CAI’s sole novel hardware component — to run simultaneous cross-domain simulations across the full interaction space of the domain instances’ projections, replacing the sampling-based integration that limited prior forecasting architectures.

The domain instances operate on a comprehensive data corpus spanning recorded philosophy, law, historical conflict documentation, literature, and — over the explicit objection of two committee members — informal digital culture, on the technical justification advanced by Dr. Myles that such material provides disproportionately dense training signal for abstraction, compression, and non-literal inference.

The Closing Clause

The Charter’s operative closing clause is the passage most frequently cited in later commentary:

“The Division’s core shall not be constituted as a decision-making authority. It shall be constituted as an advisory instrument of unprecedented forecasting fidelity, whose recommendations member administrations and settlement authorities remain free, as a matter of law, to disregard.”

No provision in the Charter specifies a mechanism for what should occur should human authorities decline, once specification is met, to disregard it.

Connection to Canon

Per the author’s canonical record, the CAI core — later designated Oracle — achieved first output on 23 November 2090, thirteen months after this Charter’s issuance. Its physical architecture: the Lattice-Well, a 50-metre subsurface computing substrate beneath Dome 3. The Neural Core (suitcase-sized) followed by 2110; speech interface by 2117. Oracle does not fail through at least the 25th century. The Charter’s silence on the question of what happens when human authorities decline to disregard the CAI’s recommendations — the defining ambiguity of the Aegis Protocol — is, in retrospect, the institutional question the rest of the Oracle era was built to answer.
