It was held under the same OETG custodial authority that placed the black blood research at Dome 4.

The Inverse of CAI

Dr. Ilse Vandermeer — one of the original architects of the Aegis Protocol (2089) and current head of Dome 3’s Cognitive Systems Directorate — described the core as the inverse of every design choice CAI embodied. “We built CAI to be legible. Nine domain-scoped instances, fixed substrate, a single monitorable data path for anything resembling ethical judgment. What came out of Hygiea is the opposite. It’s not networked. It’s not centralized. There’s no data path to monitor because there’s nothing to route anywhere — the reasoning happens entirely inside the unit, in a volume smaller than a human torso.”

The Article Four Coalition renewed its objection: “Dome 3 built the thing that was supposed to make embodied general cognition unnecessary.
