In early 2126, UN Weekly confirmed that the miniaturized cognitive core recovered from the Hygiea facility had been transferred to Luna Research Dome 3 — the Mare Frigoris facility where Oracle was designed, built, and is still maintained. It was held under the same OETG custodial authority that placed the black blood research at Dome 4.
The Inverse of CAI
Dr. Ilse Vandermeer — one of the original architects of the Aegis Protocol (2089) and current head of Dome 3’s Cognitive Systems Directorate — described the core as the inverse of every design choice CAI embodied. “We built CAI to be legible. Nine domain-scoped instances, fixed substrate, a single monitorable data path for anything resembling ethical judgment. What came out of Hygiea is the opposite. It’s not networked. It’s not centralized. There’s no data path to monitor because there’s nothing to route anywhere — the reasoning happens entirely inside the unit, in a volume smaller than a human torso.”
The study goal was containment doctrine, not replication. Vandermeer: “We need to understand how something this small achieves general cognition independent of any external substrate, because right now our entire regulatory framework assumes that’s not achievable outside a facility the size of this one. If it’s achievable in a torso-sized enclosure, every containment assumption downstream of that needs to be rebuilt, starting with how we license anything under Article 4.2 going forward.”
The core has never been powered to operational cognitive state. Every step of study has been structural and material — imaging, materials analysis, power architecture — with no step requiring or risking bringing the core online. Asked whether Dome 3 anticipates eventually operating a system built on this architecture, Vandermeer did not rule it out: “I’ll tell you it’s closed for as long as I’m the one who has to sign off on opening it, and that I understand exactly why people outside this building don’t find that reassuring on its own.”
Reaction
The Article Four Coalition renewed its objection: “Dome 3 built the thing that was supposed to make embodied general cognition unnecessary. Now they’re the ones holding the thing that proves it isn’t. I don’t think that’s a coincidence I’m supposed to find comforting, and I don’t think it’s an accident it ended up in the one building on the Moon already equipped to keep a secret.”
