Ganymede’s Shennong colony completed installation of a dedicated CAI core in 2129 — the first instance of the system operating as a local, standing presence beyond cislunar space, rather than as a remote advisory function relayed from Luna’s central Oracle installation. UN Office for Colonial Development officials confirmed Boreas Station is scheduled to receive an equivalent installation within several months.

Why Now

The installation is the direct infrastructure payoff of the quantum co-processor miniaturization work that has, over the past several years, moved CAI hardware from something only Oracle’s Luna-based installation could support to something compact enough to deploy at a single settlement — or aboard a single ship. Tsiolkovsky’s own onboard CAI installation draws on the same breakthrough.

The rationale is the same in both cases: light-lag. A round-trip advisory query to Luna’s Oracle installation takes minutes at Jupiter’s distance — workable for non-urgent governance questions, unworkable for anything requiring real-time judgment. “Ganymede’s been operating on relayed guidance since Shennong was first established,” one official said. “That was fine when the colony was small and the questions were slow-moving. It stops being fine once you’re running a settlement this size and need an answer in seconds, not in however long the light takes to get there and back.”

Two Very Different Postings

Ganymede’s installation went first in part because of population and infrastructure maturity — Shennong is the oldest and most developed Pioneer-class settlement. Boreas presents a narrower but more specialized case: a smaller onboard population, but a station whose entire operating mandate — hydrocarbon manufacturing, ring-ice extraction, and, since 2109, active containment monitoring for the Mirror Fold phenomenon — already runs on continuous judgment calls that current relay latency makes needlessly slow.

Neither installation is described as an autonomous authority independent of Oracle’s broader oversight; both remain advisory rather than decision-making bodies with final human sign-off retained at each site. What has changed is not the nature of CAI’s role but the speed at which it can be consulted.

What This Doesn’t Answer

The installations arrive in the same year as Secretary-General Faramund’s confirmation that CAI itself factored years of independent-explorer telemetry from past Uranus into its recommendation to delay Tsiolkovsky’s retrofit — a recommendation characterized as reflecting genuine uncertainty on CAI’s part. Asked whether faster local judgment at Ganymede and Boreas has any bearing on that uncertainty, Directorate officials said no: the variable CAI has flagged past Uranus is not a latency problem, and no amount of local processing speed changes what data does or doesn’t currently exist about what lies beyond it.
