On 11 February 2068, the Soviet Council of Ministers issued Decree No. 4471-r — popularly known as “the USTAV Protocol” — formalizing the governance structure of Pobeda Colony. The document began, in the official record, as an engineering footnote.
Origins
When the Pobeda was designed at Kaluga Yard, its onboard command architecture included an autonomous decision-support system for the transit phase: nine months during which light-lag to Earth would grow long enough that real-time mission control would become impossible. That system, designated USTAV (Устав, “Statute” or “Standing Regulations”), was built to hold a standing set of pre-authorized decision parameters — go/no-go thresholds for life support, navigation, and emergency resource allocation — that the ship’s commander could invoke without waiting for a round-trip signal delay of over twenty minutes.
USTAV was never decommissioned after landing. Commander Voskoboinikova’s crew, and the station leadership that followed, continued using its decision-parameter framework informally through the Silo’s first three years — less because anyone had planned for its long-term institutional role and more because rewriting a working emergency-authority system from scratch, while also digging a colony out of frozen regolith, was never anyone’s priority. By 2067, station logs show USTAV’s stored parameter set being consulted for questions well beyond its original transit-phase design brief: hydroponics rationing during the 2066 dust season, the initial decision to absorb the failing JAXA habitat’s life support draw, even internal disputes over Silo construction sequencing.

Communication-lag threshold. Whenever round-trip signal delay between Pobeda and the Council of Ministers exceeds four minutes — true for the overwhelming majority of any given year — full operational authority devolves to the station’s Chief Operator, without requiring Earth ratification of individual decisions.

Standing co-authority of USTAV. The Chief Operator governs within USTAV’s decision-parameter framework, not independently of it. Any directive exceeding USTAV’s stored authorization thresholds — on life-support resource allocation, structural safety margins, or emergency population movement — requires either a supermajority vote of the station’s resident council, or confirmed Earth authorization, whichever is faster.

USTAV is not sovereign. The Decree is explicit, in a clause drafted specifically to preempt a reading none of the drafters wanted: USTAV “possesses no independent decision authority, initiates no action, and shall not be understood as a governing party to this Decree in its own right.” It is described throughout as only an “inherited constraint architecture” — a record of pre-authorized parameters, not an actor.
The Ambiguity
Whether Clause 3 has held in practice is an open question. A Chief Operator’s authority is real, but it is bounded by a system originally built to keep a spacecraft crew alive during a nine-month transit and never substantially rewritten since. Station legal officer Anya Krupina, interviewed for a 2071 Soviet academic journal retrospective, put it plainly: “We wrote a law that says the machine has no authority, and then we wrote the law in such a way that the machine is the only thing keeping anyone from doing something reckless the day the vote runs short. I am not sure those two sentences agree with each other as well as the committee believed they did.”
The Decree makes no provision for USTAV’s eventual technical obsolescence, upgrade, or replacement — an omission colony administrators have flagged internally at least twice since 2068 without formal Council action.
The Kosmograd Connection
The name USTAV is not coincidental. The Soviet lunar settlement Kosmograd employs a colony management system also designated USTAV, described by Commander Faasen in 2061 as a deliberately narrow cognitive architecture combining brilliant infrastructure management with an extremely well-resourced training in persuasion and consensus management — Soviet institutional values applied via the values-first developmental methodology. The Mars USTAV is architecturally distinct — a constraint-parameter framework rather than an interactive cognitive system — but the institutional lineage is the same: a Soviet-designed decision architecture that bounds human authority without formally exercising it, operating at a distance from Moscow where real-time terrestrial oversight is physically impossible. The lunar USTAV manages colonists’ experience of scarcity; the Martian USTAV manages the colony’s survival parameters during the same communication lag that makes terrestrial governance structurally inapplicable. Both are Soviet answers to the same question: what governs a settlement when Moscow cannot.
