One year after the Pobeda’s landing, the Soviet Ministry of Communications commissioned the Svet Network on 2 June 2066 — the deep-space relay architecture that would become the operational communications backbone connecting every inhabited body in the solar system.

The Problem

The Pobeda’s original communications suite was designed for a nine-month transit under continuous mission-control support, not for a permanent settlement. Silo engineers logged repeated data-transfer failures through late 2065 — not simple signal loss, but the fundamental geometry of the Earth-Mars synodic cycle: the distance varies from roughly 55 million to over 400 million kilometres, and for several weeks near each solar conjunction, when Mars passes nearly directly behind the Sun as seen from Earth, direct line-of-sight communication becomes physically impossible regardless of transmitter power. The Pobeda’s designers had built a ship. They had not built for a colony that would need to talk to home through every point in that cycle, for the rest of its existence.

The Architecture

The Svet Network follows a store-and-forward relay model: a chain of dedicated relay-and-amplification stations, positioned at Earth-Moon and Earth-Sun libration points along with a purpose-built ground array outside Kaluga, receive, buffer, and retransmit data in discrete packaged units — “bundles” — rather than as a continuous stream. A bundle addressed from Pobeda to Earth does not require an unbroken signal path at the moment of transmission. It is received by the nearest available relay node, held in storage, and forwarded automatically the next time a viable link opens toward its destination.

Chief network architect Pavel Antonov was direct about the practical consequence: “We are not building a telephone line to Mars. There will never be a telephone line to Mars, not at these distances, not with physics the way physics is. We are building something closer to a postal system that happens to run on radio instead of ships — a very fast postal system, faster than anything in human history, but a postal system all the same. People need to stop expecting a conversation and start expecting a letter that arrives sooner than they think and later than they’d like.”

Round-trip latency at Mars’s average distance remains between six and forty-four minutes even under ideal conditions — a delay the store-and-forward architecture does not eliminate but makes tolerable, since neither sender nor recipient must remain synchronously present for a bundle to arrive.

Compatibility by Design

The initial 2066 build connected Earth, Luna, and Pobeda. Zvezda’s traffic was carried under a separate bilateral technical arrangement but used compatible bundle-protocol standards from the outset. Antonov’s report describes this as “not generosity. A relay network is only as useful as the number of places willing to speak its language. We would rather everyone use our protocol imperfectly than build a second, incompatible network to prove a point about who owns the first one.”

The 2072 Co-Administration

A Ministry addendum filed in 2072 records that following Pobeda’s multinational population growth and the JAXA and ESA-Brazil integrations of 2069, the Soviet Union and UNOLA concluded a co-administration agreement for the Svet Network. Relay-node construction, protocol standards, and network security remain under joint Ministry-UNOLA technical authority; day-to-day bundle-routing operations passed to a standing UNOLA Communications Office. The Soviet-designed store-and-forward architecture has not been substantially revised since 2066 and remains the operational backbone connecting every inhabited body in the solar system.

Significance

The Svet Network is the physical explanation for the communicative reality Reyes described in 2075 — “I have never spoken to her in real time in her life. I have had four years of her letters” — and that Emi Kato would articulate in 2099: “It’s writing letters instead of having conversations, and somehow that stopped feeling strange to me before I was ten.” The postal model Antonov described in 2066 — “People need to stop expecting a conversation and start expecting a letter” — became not a technical limitation but the communicative culture of an entire interplanetary civilization. The Svet Network’s store-and-forward architecture is the infrastructure beneath every letter ever written from Mars.
