Ceres is the largest body in the asteroid belt and the site of Tianshui, the first human settlement beyond Mars, established by a Chinese crew that landed on 19 January 2091. China’s strategic objective for Ceres — named in the Kaluga Protocol (2068) — was its extensive water-ice reserves, confirmed as at least as extensive as pre-mission modeling suggested.
Through the 2090s, Ceres served as a refueling foothold for a slow trickle of independent mining startups working the belt, with port traffic building gradually rather than explosively due to NTP-drive transit times. By 2100, belt mining startup activity spiked sharply, and Ceres became a crowded port — the beginning of the real belt rush, a decade after the slow build-up began.
In January 2100, Governor Liu Wenjing introduced SP (shuǐpiào, 水票), a water-ice-backed credit instrument — the first currency issued in the asteroid belt. The Ceres Merchants’ Council governed trade administration in the port district. By the mid-2110s, most belt mining corporations operating under legitimate UN license carried Arabic names, reflecting Gulf capital’s dominant role in licensed belt extraction. Ceres News Network served as the belt’s primary news service, breaking stories including the first confirmation of the Vanguard battleship fleet (2141). The Chinese-built Tianshui network is Ceres’s body layer of the UN relay, carrying both CNN and Tianshui Wire; within a body, delays are a fraction of a second (Constantin, 2102). Ceres remained a hub for grey-market fixers into the 2150s — it was a Ceres contact who sourced the forged identity documents Dr. Priya Patel used to move Unit 08 to Earth in 2149. The 2165 Colonial Census recorded ~156,000 residents — the Belt’s primary administrative, medical, and civil hub — with growth following the Orbital Port Expansion and Space Elevator (completed 2139) and the deepening of the water trade through the 2160s. The 2195 Citizen’s Guide records the Governor’s office and the Ceres Merchants’ Council as still the bodies residents deal with, the 2183 decision’s Article IV reasoning not having been extended to Ceres, with the SP still in use alongside the UNC; the UN Permit Office maintains an in-person office on Ceres. The November 2195 census recorded 240,000 residents, still the Belt’s administrative, medical, and civil hub, with the water trade and the SP clearing system remaining the settlement’s economic base.
