TASS: Zvezda Base Formally Redesignated Kosmograd Following Five-Year Expansion Programme (17 January 2061)
The Soviet lunar base at Zvezda — continuously occupied since February 2033, and, on the strength of its Shackleton Crater rim position, already sharing the pole with the Chinese Guanghan base and NASA’s ALSO installation — completed a five-year expansion programme this month and was formally redesignated Kosmograd (Космоград, “Space City”) in a Council of Ministers order dated 12 January 2061. The renaming reflects a shift base administrators say had already happened in practice: Zvezda had stopped being a research outpost with extraction infrastructure attached, and become something closer to an industrial city that happened to also conduct research.
The expansion, by the numbers. Resident population grew from approximately 340 at the start of the programme in 2056 to just over 1,100 at completion, achieved through additional trenched-and-backfilled subsurface habitat modules extending the base’s original footprint by a factor of nearly four. The expansion shifted Kosmograd’s administrative centre to roughly eleven kilometres from NASA’s ALSO installation, and a joint proximity-operations protocol concluded with the American programme in 2058 now governs the two settlements’ interaction, including a small number of carefully choreographed liaison visits each rotation.
Kaluga Yard. The programme’s most consequential single addition is Kaluga Yard, an orbital assembly and fabrication facility in low lunar orbit, constructed to support spacecraft assembly work impractical to conduct in Kosmograd’s surface gravity. Kaluga Yard’s initial construction mandate was general-purpose orbital manufacturing; by 2060 its primary assigned project had become fabrication and integration work for a crewed vessel then in early design — the vessel that would depart for Mars in 2065 under the name Pobeda.
The manufacturing plant. Kosmograd’s surface expansion includes a dedicated fabrication and materials-processing facility — built, like the habitat modules around it, using trenched subsurface construction — capable of producing structural components, pressure-vessel hardware, and precision machined parts from a combination of imported feedstock and regolith-derived raw material, reducing the base’s dependence on Earth-supplied hardware for both its own maintenance and Kaluga Yard’s shipbuilding programme. Kosmograd’s chief industrial engineer, Pavel Ozerov, described the plant’s purpose plainly: “Zvezda was built to survive on the Moon. Kosmograd is being built to build things on the Moon. Those are different institutions, even if they share a name and most of the same tunnels.”
Administrative load. The base’s rapid growth in both population and industrial complexity had, by 2059, outpaced what administrators describe as the practical limits of conventional human-scheduled resource management — a problem the base’s leadership addressed by bringing forward, ahead of its original Pobeda-focused schedule, deployment of the decision-support architecture then in late development at Kaluga Yard’s Systems Directorate: USTAV. Kosmograd’s chief administrator, in remarks accompanying the redesignation order, credited the system with managing life support scheduling, resource allocation, regolith processing logistics, and EVA safety monitoring across a base whose scale had outgrown manual coordination — and, more quietly, with the settlement’s unusually smooth adjustment to four years of continuous population growth. “USTAV tells us where the numbers do not work before they fail,” the administrator said. “It has also, I will say, made this a genuinely easier place to live than I expected a base this size and this young to be. People adapt to change well here. I credit good planning. I am told our engineers would credit something more specific.”
Kosmograd’s redesignation makes it, by resident population, the largest permanent human settlement beyond Earth.
