Secretary-General Ishikawa is the Secretary-General of the United Nations, successor to Amara Diallo-Sørensen. At the 2 May 2069 completion ceremony for Luna Research Domes 1–3, he addressed the disparity between the transparent Domes 1 and 2 and the opaque Dome 3 with unusual candor for a Secretary-General: “Two of these domes exist to make life on the Moon easier to sustain, and I can describe plainly what each one does. The third is the largest structure we have ever built up here, it cost more than the other two combined, and I will not pretend to you that I understand everything happening inside it. I have been told that is by design. I am not certain that should be as reassuring as it is meant to be.”
His admission that the UN’s own Secretary-General does not fully understand what is happening inside its largest lunar facility — and that this opacity is “by design” — is a defining institutional moment in the UN’s transition from the transparency-for-legitimacy model of the Diallo-Sørensen era to the tiered-disclosure model of the cognitive-systems era.
