The Jovian He-3 Trilateral Directorate is the body established in 2164 to administer the UN’s suspended helium-3 extraction platform programme in Jupiter’s atmosphere — the operational form of the Jovian He-3 interest first disclosed by Dr. Kirana Saraswati in 2104. It joins the Soviet Union, China, and the UN as joint holders of the pooled He-3 reserve under Article III of the 2101 Charter, operating the programme under the Article I common trusteeship of Jupiter’s atmosphere.
Between 2161 and 2165 the directorate surveyed fourteen high-concentration He-3 zones with unmanned stages, rated six suitable for initial placement, and scheduled the first platform for 2170, with construction materials sourced from the Jovian moons under general OETG waivers — Ganymede the principal source, per the 2165 Colonial Census, which also assumed the first-platform schedule holding for its low population bound by 2200. It administers the programme’s two sales mechanisms — licensed offtake denominated in UNC, the primary commercial channel, and direct fuel sales at published rates — with funding from the Antimatter Bond surplus until revenue makes the programme self-sustaining.
The 2195 Citizen’s Guide records the programme as approved in 2165 and producing since the first platform was placed in 2170. The November 2195 census names Ganymede the programme’s main construction base and makes a second construction base the condition of its high 2200 population bound.
