The Sovereign Miners’ Coalition (SMC) — the first belt-wide workers’ organisation in the settled system, founded by the Tianshui Compact signed 13 October 2159 by delegates from 213 of the belt’s 247 independent stations. Convened by the strike committees coordinating work stoppages across the main belt since August 2159, it is co-chaired by Jason Bennett and Zhao Zihan; delegates colloquially call it the Belters Union. The Compact establishes unified strike protocols, mutual aid agreements, a dues structure, and a standing bargaining secretariat at Tianshui, with demands including mandatory registration of station workers, published standard contract terms, crew insurance against piracy losses, and inspection access to Vesta and Pallas. The UN Office of Legal Affairs is reviewing the demands and has offered space in Hygiea’s administrative galleries for the secretariat; no decision has been announced. By 2165 the Compact’s secretariat operates from Hygiea; on the announcement of the UN Strategic Fleet Command it reserved comment pending review of the command’s mandate. The Coalition distributed the Tianshui Compact chapter of Vera Crane’s The Standing Order (2178) as a pamphlet; Nova Biosciences has taken no legal step against it. On 29 March 2182 a recorded message from a Tianshui dock crew reached Martian Radio’s premiere of Perseverance, telling the new Red First movement that the Coalition “has the same problem in a different shape. Our owners don’t die either. They just live on Luna.” On 14 April 2183, as the Security Council transferred Mars to the Martian Provisional Authority, the Coalition’s secretariat at Hygiea issued a one-line statement: “The belt was here before Mars was a destination. We are noting the date.” In September 2191, the Coalition objected to the General Assembly’s mirror-fold exposure register as “a list of the stations that kept books”; a Tianshui delegate said, “The belt kept none. Our people are not in it.” The resolution lets independent stations buy treatment courses at list price but does not fund them; the Coalition asked for a supplemental levy, and the Secretariat said it would review the request. The 2195 Citizen’s Guide records the Coalition’s secretariat as still at Hygiea, the Coalition bargaining for registered and unregistered workers alike, and the independent belt stations remaining outside the Oracle’s reach by geography — a grievance it has carried since before the Compact. The November 2195 census counted approximately 410 independent stations with 35,000 staff, and noted that the Coalition’s 247-station membership figure predates the current count and is not the Bureau’s.
