On 19 July 2063, NASA’s Office of the Chief Technologist announced the Open Propulsion Archive, placing declassified design data from the 1960s–70s Rover and NERVA nuclear thermal rocket programmes, together with the flight and ground-test results of the 2027 DRACO demonstration, under an open public license — free for any government, university, or company to use, adapt, and build upon without royalty or NASA approval.

The Logic of Necessity

Dr. Wendell Achebe, NASA’s associate administrator for space technology, framed the release as a choice between two forms of irrelevance: “We had two options. Hold the data closed and watch it matter to no one, including us, or open it and at least be the government whose research the rest of the solar system is building on. We did not have a third option where we finish the engine ourselves. That option left the table with the FY2026 budget.”

The DRACO demonstration flight of 2027 had validated NTP reactor performance within engineering tolerances first modeled in the Rover programme sixty years earlier, but the agency’s budget could no longer sustain a path from demonstration to an operational Mars-capable engine.

Ramanathan’s Analysis

Dr. Priya Ramanathan, in a short analysis piece for Foreign Affairs the following week, called the Open Propulsion Archive “the clearest single data point yet for the argument that American technology policy in this period is not becoming more open by philosophy. It is becoming more open because closed technology policy requires a level of sustained state investment the United States has stopped being willing, or able, to make. Openness, in this case, is what dominance looks like after dominance has already ended.”

The comparison to the Soviet Union’s 2024 RAZUM open weight release was immediate. Where RAZUM had been released from a position of confidence, the Open Propulsion Archive was released from necessity — a structural symmetry Ramanathan identified as characteristic of the period.

Legacy

Both Hohmann Fleet Lines and Lagrange Interplanetary Transport, founded in 2073, built their commercial nuclear thermal engines directly on Open Propulsion Archive design baselines — the companies paying no licensing costs neither could plausibly have afforded under the defense-adjacent export control regime NASA had originally structured for DRACO in the 2020s. A NASA spokesperson, asked in 2074 whether the agency regretted not commercializing the technology domestically: “Regret assumes there was a version of this where we kept the budget to build it ourselves. There wasn’t.”
