Zhang Kejian (张克俭) is the Administrator of the China National Space Administration (CNSA), a position he holds through at least 2029. He announced the Tiangong Chinese Space Station programme in a September 2017 press conference, stating the station would be ready by 2020 and that “the door will be open.” On 14 June 2029, approximately forty minutes after the Chang’e-10 crewed lunar landing, he issued a statement from Beijing confirming the landing and articulating China’s long-term lunar presence strategy: “We are not here to win a race. The race framing has never been ours. We are here because the Moon is the next place, and we intend to be there.”
