Ambassador Wen Liqun is the Permanent Representative of the People’s Republic of China to the United Nations. During the Article 27 veto reform ratification (2052), he characterized the permanent-member veto as “an instrument used four times in the preceding decade, and never once decisively” — “a formality maintained past its expiry.” At the Shackleton Framework Agreement signing (2055), he proposed rather than resisted English as UNOLA’s working language, noting that Guanghan’s multinational population had already settled the question through two decades of practice: “We are not in the business of correcting an outcome twenty years of practice already settled.”
